I. DESCRIPTION OF SERVICES
The Railroad Commission of Texas (RRC) requires the services of one (1) Software Engineer, Level 2 with strong expertise in data engineering and data governance, specializing in Informatica Data Governance and Snowflake. The selected candidate will focus on building scalable data solutions, implementing governance frameworks, and ensuring high-quality, trusted data across the organization.
All work products resulting from the project shall be considered "works made for hire” and are the property of the Railroad Commission of Texas. Background checks may be conducted as authorized by Texas law. The RRC will not pay any fees for interviews or discussions during the candidate selection process.
The Software Engineer will be responsible for implementing and maintaining Informatica Data Governance solutions, including metadata management, data quality rules, lineage, and stewardship workflows. The role will require close collaboration with data stewards, analysts, and business teams to define and enforce governance standards.
The candidate will also develop automated data ingestion, transformation, and validation processes, and integrate Snowflake with Informatica and other cloud platforms. Responsibilities include monitoring data quality, performance, and reliability across pipelines, contributing to architectural decisions and documentation of best practices, and resolving data issues to ensure data accuracy, consistency, and security. The position will also provide technical guidance related to data reporting and analytics solutions.

II. ESSENTIAL JOB DUTIES
The Software Engineer will perform duties including, but not limited to:

Implement and maintain Informatica Data Governance tools such as Axon, Enterprise Data Catalog (EDC), and Informatica Data Quality (IDQ).

Develop and manage enterprise data cataloging and governance frameworks.

Design and support scalable and distributed data systems.

Perform data modeling, metadata management, and data lineage documentation.

Develop API integrations and automated workflow processes for data systems.

Design and implement Snowflake-based ELT pipelines, including performance tuning and optimization.

Integrate Snowflake with Informatica and other cloud-based data platforms.

Define data transformation rules, metadata definitions, and lineage documentation.

Monitor and improve data quality, reliability, and governance compliance across enterprise systems.

Ensure reporting and data extract requirements align with enterprise data governance standards.

Troubleshoot data and reporting defects and collaborate with technical teams to resolve issues.

Provide technical recommendations and best practices for data architecture and reporting development.

Contribute to CI/CD and DevOps processes, including source control and automated deployment.
