*Responsibilities*
*Manage the Data System (HMIS)*
* Oversee the daily operations of the HMIS database including setting up workflows and ensuring data quality and accuracy.
* Work with the HMIS software vendor and PA DCED regarding updates and customizations.
*Support Service Providers*
* Train local partners regularly on how to use the system.
* Provide technical help to end users.
* Develop clear manuals, policies, and training materials.
*Report on Progress*
* Create data dashboards (including data visualization) and reports for leadership, state, and federal agencies (like HUD) to show how well local programs are working. Utilize data analytics for deeper understanding of programs.
* Complete annual required federal HUD reports including the Point in Time Count (PIT), Housing Inventory Count (HIC), System Performance Measures (SPMs), and Longitudinal System Analysis (LSA) Report.
* Assist with data compilation for other local, state, and federal funding sources and entities.
*Evaluate Performance:*
* Develop standards and tools to measure the success of various housing and economic development programs across the Department of Housing & Community Development, including programs funded by CoC, HOME, CDBG, HTF, and PHARE to ensure they are helping the community effectively.
* Conduct annual monitoring of HMIS participating agencies and programs.
*Collaboration & Communication:*
* Serve as Chair of Outcomes Committee – reviewing performance data with Housing Link members and developing strategies to improve outcomes.
* Support county teams and community committees including assisting with monthly CoC Case Conferencing to coordinate entry into housing services.
* Help regularly update the department’s websites and social media.
*Grant Applications & Contract Management:*
* Assist with developing funding proposals and applications as directed, including the annual Continuum of Care (CoC) application and project scoring and ranking.
* Provide support with tracking expenditures and performance metrics for homeless service contracts including HMIS and CoC.
· *Other Duties*
* Perform other tasks as may be assigned.
*Qualifications:*
* *Required:* Bachelor’s degree in Business Administration, Public Administration, Social Services, Statistics, OR equivalent experience.
* *Preferred: *Master’s degree and/or experience using an HMIS system or designing data performance tracking systems.
* *A Plus:* Ability to create visual data reports using software like *Tableau* or *Power BI*. Experience with *Salesforce* helpful.
* Proficiency in Microsoft Excel, Word, and Outlook. Typing skills at 45+ wpm.
* Valid driver’s license and use of a personal vehicle required.
* Ability to work independently, collaboratively, and in a fast-paced environment.

* Our office is located at 1260 Almshouse Road, Doylestown 18901. The County has a hybrid telework policy with up to 2 days remote per week, 3 days in the office. However, the first 90 days is full in-office and telework schedule is at the discretion of the Department. Will this work for you?
