Position Overview The Maryland Department of Health is seeking a highly skilled and detail-oriented Program Manager to lead and oversee a $40 million program portfolio in collaboration with CRISP vendor partners and key stakeholders. This role requires a strong background in program and project management, financial oversight, and stakeholder engagement. The ideal candidate will be comfortable navigating complex financial systems, managing federal funding, and supporting healthcare-related programs.
Key Responsibilities
Program & Project Management
Lead end-to-end program and project lifecycle activities, ensuring timely delivery and alignment with strategic goals.
Manage a diverse portfolio of projects totaling $40 million in value.
Coordinate with internal teams, CRISP vendor partners, and external stakeholders to ensure program success.
Track milestones, deliverables, and performance metrics.
Financial Oversight & Grant Management
Review and manage financial workbooks, invoices, payments, and reimbursements.
Monitor and track federal funding across the fiscal year.
Collaborate with finance teams to ensure compliance with grant requirements and federal guidelines.
Learn and utilize financial systems to support program budgeting and reporting.
Documentation & Planning
Support the development and review of Advanced Planning Documents (APDs) in collaboration with CRISP.
Maintain accurate records and documentation for audits and reporting.
Build and maintain strong relationships with vendors and stakeholders.
Facilitate regular communication and feedback loops to ensure alignment and transparency.
Required Qualifications
Proven experience in program and project management, preferably in a government or healthcare setting.
Strong financial acumen, including experience with budgeting, invoice review, and federal funding tracking.
Familiarity with grant management and financial tools.
Ability to interpret and manage complex financial data and systems.
Excellent communication and stakeholder engagement skills.
Ability to work independently and collaboratively in a remote environment.
Preferred Qualifications
Background in healthcare or public health programs.
Experience working with CRISP or similar health information exchange platforms.
Knowledge of federal fiscal year cycles and funding mechanisms.
Additional Information
This position is currently remote, with plans to relocate to a new office in Downtown Baltimore in approximately 18 months.
Candidates must be willing to transition to an in-office role when the move occurs.
