Position Summary
Under general supervision, serves as lead payroll professional, independently prepares the College's payroll, prepares payroll-related tax returns, W-2 forms, and benefit reports, administers tax levies and wage garnishments, and maintains all payroll-related files. Supports the Vice President/Chief Human Resources Officer in contract negotiations and implementation.
Reporting and Supervisory Relationships
  1. Direct reporting relationship to the Vice President/Chief Human Resources Officer.
  2. Support the Benefits function with SURS related events and reporting

Essential Responsibilities
1. Prepares bi-weekly College payroll; maintains employee payroll records on the computer and in hardcopy files; reviews checks for accuracy and reasonableness; prints checks and prepares them for distribution. Responsible for all aspects of payroll administration.
2. Prepares direct deposit transactions and transmits information to banks regarding ACH transfers.
3. Verifies the accuracy of data entry computations of withholding tax, retirement deductions, overtime compensation and generates hourly payments, stipends, and other one-time payments.
4. Administers tax levies and wage garnishments mandated by court decisions and maintains correspondence with the appropriate outside attorneys, agencies, or state and federal offices. Utilizes the AP system in furtherance of this responsibility.
5. Prepares manual checks to replace lost checks or to pay employees incorrectly omitted from departmental timesheets. Voids checks in computer system.
6. Prepares payroll-related tax returns and forms; prepares and distributes tax forms and payments; and, prepares and verifies all payroll advices.
7. Prepares necessary quarterly, fiscal, and year-end reports. Reconciles payments of state and federal withholding taxes with amounts reported on various IRS forms. Remains fully informed of new and developing payroll and tax issues.
8. Partners with the Human Resources Managers to process payroll adjustments, SURS events related to payroll.
9. Responds to telephone, written, and in-person inquiries about payroll procedures and problems. Resolves errors promptly and makes all necessary corrections to payroll-related reports and records.
10. Coordinates with other College personnel to implement staff changes, contract terms, and special projects.
11. Conducts research, analysis, and studies to address issues and problems related to services.
12. Reconciles payroll liability general ledger accounts; prepares adjusting journal entries as needed.
13. Participates in contract negotiations and assists in contract interpretation.
14. Performs other duties as assigned within the scope of the department, consistent with the role of this position.

Working Conditions/Physical Requirements
Employee is subject to indoor work, protected from weather conditions. Work is sedentary in nature and involves exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently/constantly in order to lift, carry, push, pull or otherwise move objects.
Minimum Qualifications
1. Bachelor's degree in accounting, finance or related field.
2. Two years of accounting experience plus at least one year of payroll experience.
3. Demonstrated computer proficiency, especially with MS Excel.
4. Demonstrated oral and written communication skills necessary to interface with all levels of management.
5. Demonstrated ability to maintain confidentiality when dealing with sensitive information.
Preferred Qualifications
1. Payroll experience in a community college setting, preferably using Ellucian Colleague.
2. Experience working in a community college.
