*Job Summary*
Magnum Multimedia is seeking to hire a Technical Project Manager (TPM) to lead the planning, coordination, and execution of a complex federal application integration initiative within a secure cloud environment. This role is responsible for overseeing the integration of multiple applications—leveraging AI-driven capabilities and open-source technologies—into an enterprise AWS environment operating under an Authority to Operate (ATO). The TPM will serve as the primary liaison between technical teams, federal stakeholders, the Office of the Chief Information Officer (OCIO), and external project partners.
The TPM ensures that all activities align with federal security, compliance, and governance requirements while delivering scalable, accessible, and mission-aligned digital services.
*Key Responsibilities*
*Program & Technical Leadership*
* Lead end-to-end project delivery for integration of multiple vendor-developed applications into a unified federal platform
* Oversee implementation of AI-enabled tools (e.g., data analysis, automation, scoring models) and open-source solutions within a governed architecture
* Define and manage technical roadmaps, integration strategies, and environment alignment (Development, Staging, Production) within AWS
* Ensure alignment with enterprise architecture, cloud governance, and federal digital standards (e.g., USWDS, Section 508)
*ATO & Security Compliance Leadership*
* Lead and coordinate the ATO process in collaboration with OCIO, including documentation, security controls, and system boundary definition
* Develop and manage required artifacts (e.g., System Security Plan, data flow diagrams, architecture diagrams, risk assessments, security questionnaires)
* Facilitate Change Control Board (CCB) reviews and security approvals
* Ensure compliance with FISMA Moderate (or applicable level), NIST 800-53 controls, and agency-specific security policies
*Stakeholder Engagement & Coordination*
* Serve as the primary point of contact for federal stakeholders, OCIO leadership, and external application vendors
* Coordinate integration activities across multiple partners delivering discrete tools and services
* Lead technical working groups, status meetings, and executive briefings
* Translate complex technical concepts into clear, actionable communications for non-technical stakeholders
*Integration & Delivery Management*
* Manage integration of applications such as data platforms, toolkits, analytics engines, and AI-based services into a centralized web and cloud ecosystem
* Oversee API integrations, data exchange processes, and content extraction/normalization workflows
* Ensure interoperability, scalability, and performance across integrated systems
* Identify and mitigate risks related to dependencies, security, and data governance
*Agile Delivery & Team Management*
* Lead cross-functional teams including developers, cloud engineers, data scientists, UX designers, and security specialists
* Apply Agile/Scrum methodologies to manage backlog, sprint planning, and iterative delivery
* Establish performance metrics, KPIs, and reporting mechanisms (e.g., velocity, burn-down, release readiness)
* Ensure high-quality deliverables through structured QA, accessibility validation, and stakeholder review cycles
*Required Qualifications*
* Active federal Personal Identity Verification (PIV) card within the past three (3) years
* Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field (Master’s preferred)
* 8+ years of experience managing complex IT or digital transformation projects in federal environments
* Demonstrated experience leading cloud-based implementations in AWS (GovCloud preferred)
* Proven experience managing or supporting ATO processes within federal agencies
* Strong understanding of federal security frameworks (FISMA, NIST 800-53, FedRAMP)
* Experience integrating multiple applications and vendors into a unified platform architecture
* Familiarity with open-source technologies (e.g., Drupal, Python-based tools, APIs, microservices architectures)
* Experience working with AI/ML-enabled tools or data-driven applications
*Preferred Qualifications*
* Project Management Professional (PMP) and/or Certified Scrum Master (CSM)
* Experience working with federal OCIO organizations and navigating governance processes
* Knowledge of data platforms, metadata standards, and data harmonization approaches
* Familiarity with DevSecOps practices, CI/CD pipelines, and infrastructure as code (e.g., Terraform)
* Experience supporting public-facing federal websites and digital services

Pay: $125,000.00 - $150,000.00 per year
