About
We are looking for more than a traditional Scrum Master; we need a "Strategic Facilitator" who can manage multiple high-velocity project scrums while simultaneously coaching team members on Agile best practices. The ideal candidate will have experience leading projects from initial concept through deployment, ideally within clinical trial or medical informatics environments, and will be comfortable navigating the complexities of federal research operations.
This is a full-time, *hybrid* position based in the Rockville, MD area. Candidates should be local to the DMV area, with a requirement to be in the office 2–3 days per week.
*DUTIES AND RESPONSIBILITIES include, but are not limited to: *
* *Agile Ceremonies & Delivery (90%):* Initiate and facilitate daily scrums, sprint planning, backlog grooming, and retrospectives for multiple ongoing projects across the NIAID program. Ensure teams remain focused on sprint goals and remove impediments to progress.
* *Agile Coaching & Mentorship (10%):* Act as an internal coach to team members, maturing the program’s Agile processes and fostering a culture of continuous improvement. Identify and address organizational "Agile anti-patterns" within the program to ensure the team is not just doing Scrum, but truly operating with an Agile mindset.
* *End-to-End Project Oversight:* Manage the full lifecycle of custom development projects, ensuring that requirements are translated into actionable user stories and that deployments meet mission needs.
* *Process Standardization:* Collaborate with other team members to standardize Agile workflows across the portfolio, ensuring a consistent experience for developers and researchers moving between different projects.
* *Continuous Improvement:* Lead Sprint Retrospectives that result in concrete, measurable actions to improve team morale, technical quality, and delivery speed.
* *Risk & Impediment Resolution:* Proactively identify technical and administrative bottlenecks, ranging from access issues to resource constraints, and drive them to resolution to keep development on track.
* *Cross-Functional Alignment:* Facilitate communication across multidisciplinary teams to ensure technical execution meets programmatic needs. Translate complex technical updates into mission-relevant context for federal stakeholders to maintain continuous alignment with NIAID goals.
* *Systems Administration:* Handle basic technical requests within OpenProject and ensure project boards, timelines, and documentation are accurate and up-to-date.
*QUALIFICATIONS *
* *Education:* Bachelor’s degree required. A background in Medical Informatics or a related technology field is a significant plus.
* *Experience:* 3–5 years of proven experience as a Scrum Master or Agile Project Manager leading custom software development projects from initiation to deployment.
* *Certification:* Active Agile certification (e.g., CSM, PSM, or PMI-ACP) is required.
* *Domain Expertise:* Prior experience in Clinical Trials or a Medical Informatics technology background is strongly preferred.
* *Technical Skills:* Experience with OpenProject is preferred. Proficiency in standard Agile tools (Jira, Trello, or similar) and Microsoft Office Suite is expected.
* *Security:* Must be a US Citizen or permanent resident and prepared to undergo a US Government background check for Public Trust clearance.

Pay: $125,000.00 - $135,000.00 per year
