About
Primary Purpose
Under the direction of the Treasury Director, assists with the management of the district's investment and pension portfolios in accordance with the district's investment policy and the Public Funds Investment Act (PFIA). Monitors, analyzes and interprets investment portfolio performance evaluation reports to make recommendations to management and/or the investment committee and board of managers on changes to pension and investment policy. Frequently engages with bankers, investment brokers, and other key financial contacts. Duties include treasury accounting, activities related to issuance and maintenance of bonded debt obligations and manage audit of benefit plans.
Minimum Specifications
Education
- Must have a bachelor's degree in public administration, Finance or Business with at least eighteen hours of accounting and/or finance courses.
- Minimum of five (5) years of experience managing the assets of defined contribution plans, defined benefit plans and/or operating fund investments.
Experience
- Experience formulating investment strategies for maximizing the value of funds invested for return.
- Knowledge of local government investments and related accounting.
- Experience with bonded debt matters.
- Knowledge of both defined contribution and defined benefit plans, investments and reporting.
- Analytical, problem-solving, decision-making, strategic thinking and planning skills. High level of accuracy and attention to detail.
- Strong business acumen and ability to see the big picture.
- Must be able to handle several activities simultaneously with attention to detail and adherence to deadlines and accuracy.
- Excellent communication (written/verbal), interpersonal and presentation skills to effectively interface with and influence internal/external contacts.
Equivalent Education and/or Experience
- May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.
