The Role:

The Portfolio Office supports the effective management of the delivery of the Infrastructure Delivery Directorate (“IDD”) investment programme by ensuring governance and control through data management and systems, processes and performance reporting and analysis including the management of planning, land, wayleave, utility, and statutory consents. This enables efficient delivery of the investment programme by providing programme visibility, informed risk management, analysis, challenge, and decision making. The team also provides expert support in key areas that enable the effective, efficient, and sustainable delivery of the IDD investment portfolio.

The Process Portfolio team is responsible for portfolio management and planning activities across the Uisce Eireann portfolio that include governance and control, performance reporting, portfolio and risk escalation, data integrity and portfolio optimisation. The team will also be responsible for delivery planning across a diverse and multi‑disciplined portfolio and will need to work in a creative and collaborative team environment to support the development & delivery of the CIP.

Reporting to the Portfolio Technical Lead, the Process Portfolio Analyst is responsible for supporting the maintenance of the Invest to Outcome end‑to‑end process across functions and directorates. They will ensure that updates are made in line with standards and governance criteria, drive and manage the continuous improvement process, provide training, and support in auditing the application process to ensure consistency.

Main Duties and Responsibilities:

  • Managing and interfacing stakeholders in all areas relevant to activities of Working Groups within our Community of Practice with an interest in the Invest to Outcomes processes to ensure full cross‑functional participation in the process development and continuous improvement activities.
  • Develop and maintain standardised KPI reporting dashboards, through the use & handshake of SharePoint, Power BI, MS Teams, Power Apps platforms.
  • Assist in monitoring and maintaining a continuous improvement process for the delivery of the investment plan.
  • Maintain the Invest to Outcome Portal SharePoint Site ensuring compliance with internal governance processes and approval thresholds, Infrastructure Guidelines etc.
  • Report on the levels of governance and controls implemented within the delivery portfolio, to ensure compliance of Infrastructure Delivery and required governance procedures.
  • Support in the strategic planning, optimisation and coordination of the portfolio including approvals and governance.
  • Adopt a flexible approach to change, innovation and continuous improvement in the team, challenging current processes to enable improved efficiency and performance.
  • Support in ensuring the accuracy, consistency, and reliability of the data in reports issued by the Process Portfolio Team.
  • Assist in ensuring adequate data management, integrity, assurance and audit processes are in line with best practice while supporting the delivery of a suite of reports that is flexible and will facilitate effective project performance, management and analysis.

  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation‑wide objectives.
  • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services in accordance with the NIS Directive and any other relevant cybersecurity regulation.
  • Other duties as required.

Knowledge, Skills and Experience:

  • Experience of end‑to‑end portfolio delivery is desirable, with experience in portfolio planning.
  • Relevant third‑level qualification and / or accreditation on Business Analysis Certification is desirable.
  • A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience.
  • Demonstrable experience in developing and managing SharePoint, Excel, MS PowerApps, Power BI, Power Query, MS Planner, and similar tools for workflow automation and system integrations.
  • Hands‑on experience with SharePoint Online: lists, libraries, content types, permissions, and site configuration.
  • Familiarity with Power BI for embedded analytics and the wider Microsoft 365 ecosystem.
  • Experience in development of training materials is desirable.
  • Experience in developing processes and procedures and implementing them within business teams.
  • Ability to develop and maintain effective partnerships with key stakeholders internally and externally.
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others.
  • Experience in encouraging teamwork and knowledge‑sharing to enhance team performance. Evidence of motivating colleagues to achieve shared goals and improve outcomes.
  • Strong analytical skills and ability to identify and analyse problems and make improvement decisions that benefit the team/communities.
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
  • Ability to proactively identify new areas of improvement and implement new ways to do things.
  • Experience in taking ownership of safety responsibilities and contributing to continuous improvement initiatives.
