To plan, organize, direct and supervise information technology projects, operations and personnel as it relates to applications and systems implementation, systems and network administration and maintenance, and helpdesk support for a city government enterprise; to act in the Technology Manager's absence; and to perform a variety of professional and technical tasks related to assigned responsibilities. Recommend and implement goals and objectives in support of information technology programs, systems, and activities; establish performance standards and methods for the performance of technical and professional information technology administration activities; implement policies and procedures. Plan, develop and oversee the work of personnel engaged in providing systems support for the City's communications network infrastructure, including analysis, diagnosis, maintenance and troubleshooting of operating, database, and network systems. Evaluate operations and activities related to information technology support activities; implement improvements and modifications; prepare various reports on operations and activities. Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for personnel, materials and supplies; monitor and control expenditures. Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed. Maintain servers and related infrastructure; provide support for applications and desktops, backup and recovery; maintain telephone and voicemail servers, radio systems, dispatch consoles, field subscribers and web-based software maintenance and support. Analyze, diagnose, test and recommend or provide appropriate technology solutions for departments and end users; act as project manager by facilitating research of available solutions and assisting with the planning and procurement of technology related equipment or services; participate in the development of Requests for Proposal; assist with the selection and oversight of consultants and vendors. research specifications and costs; test beta equipment; and, implement chosen solution in collaboration with department. Oversee and participate in the design, implementation and maintenance of databases as it relates to applications. Participate in strategic planning efforts with respect to improving information technology service delivery. Maintain and support directory and authentication services, email and collaboration services and application service provision. Prepare and maintain systems procedures and documentation; monitor systems and network resources; maintain and administer security systems and methodologies. Analyze and solve operating problems; make system modifications as necessary; evaluate and make recommendations regarding requests from departments related to systems development and/or the feasibility of computer applications. Maintain and implement internal control, network security and other security systems for computer and telecommunication data, systems and hardware protection. Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner. Keep abreast of technology advancements; develop and present training to staff on relevant technology related information, new equipment, program upgrades, and other upcoming changes. Provide and/or ensure follow up on trouble calls/tickets; correspond with or meet customers as needed to understand and resolve concerns; answer questions, respond to end-user requests in a timely manner; and provide information, assistance and training to personnel and departments on technology-related issues. Coordinate and monitor operational systems according to assigned area. Assist in education and enforcement of the City's information technology policies; serve as positive role model with regard to information technology policies; communicate with Chief Information Officer if users are observed violating City policies; assist Human Resources in gaining information and access to computers and the network during personnel investigations or as needed. Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. Marginal Functions

Experience: Seven years of increasingly responsible experience performing professional information technology support activities.

Training

: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in computer science, information systems or related field.

Certification

: Possession of, or ability to obtain, a valid California driver's license and proof of automobile liability insurance as required by the position.

The City of Novato is an Equal Opportunity Employer Salary: Starting salary is generally the first step of the range listed; however, advanced step appointments may be approved based upon qualifications when warranted. Subsequent salary increases within the range are scheduled yearly and may be granted based upon satisfactory service.

9/80 work schedule with closures on alternate Fridays. Employees work nine hours per day and eight hours per day on the working Friday. Benefits:

The City participates in the California Public Employees' Retirement System (CalPERS). In compliance with AB 340, CalPERS retirement formula is either 2% at 55; employee contributes 9.5% of salary, or 2% at 62; employee contributes 7.25% of salary, depending on eligibility.

The City provides a specific dollar amount to each employee based on the employee's benefit enrollment level to apply to medical, dental, life and disability insurance. The dental program and life insurance policy are mandatory. Health, vision and disability options are available. Employees who do NOT enroll in a healthcare plan through the City will receive up to $250 per month as an addition to their gross earnings. Other Benefits Information:

Employee Assistance Program: A City-paid EAP is available for employees and members of their household. Long-term Disability Insurance is provided as an optional benefit. Employee pays $9.78 per month if opting in. State Disability Insurance (SDI) is provided. Employee pays 0.6% of salary (pre-tax). Deferred Compensation Savings Plans (457) are available to employees through a deferred compensation program. Employee must pay an amount equal to 1.45% of salary toward Medicare. An equal amount is paid by the City. The City does not participate in Social Security.

Leaves:

The City offers 13 paid holidays; 80 hours of vacation after 1 year (graduates to 21 days for 20 years of service); Employees currently working for another agency (state, federal or local) will have their vacation rate adjusted to account for their years of service with that public agency. New employees will receive 40 hours of sick leave on their start date. (unused leave applied to service credit at retirement). 108 hours of Administrative Leave (prorated based on hire date)
