Colorado’s Administrative Review Division (ARD) serves as an independent third party review system under the auspices of the Colorado Department of Human Services. The ARD manages quality assurance and quality improvement programs for Colorado’s child welfare and adult protective services systems. Specifically, the ARD is the mechanism responsible for the federally mandated Case Review System and a portion of the Quality Assurance system for Colorado’s child welfare and adult protective services systems.

With an ultimate passion of providing permanency and well-being for Colorado’s children, and the safety and protection of at-risk adults, the ARD works closely with Colorado’s counties to train, measure, and assess their adherence to State and Federal regulations. Such regulations are in place to assess and encourage that the needs of the families, children, and at-risk adults are being appropriately addressed.

Description of Job

HYBRID; Minimum of 2 days on-site, three days remote

QA responsibilities include reviewing APS reports and cases for accuracy. Under the guidance of ARD management, this position is responsible for the oversight of the APS QA function. Provide independent, third party review and quality improvement processes for Colorado’s Adult Protective Services (APS) system. The APS Quality Assurance (QA) process is designed to provide quality assurance of the state supervised, county administered delivery of APS services to at-risk adults. This will include managing the ongoing implementation of the review instrument and instructions. Provide training to county departments on the instrument and instructions. Manages the APS review schedule to ensure that all counties receive QA reviews annually. This will include basic supervision and leadership of the three Compliance Investigator II FTE assigned to this unit.

This position decides if investigations and client assessments are conducted accurately and that case plan and protective service decisions are supported by the documented evidence and level of safety and risk concerns for the at-risk adult. Recommends administrative response and/or any follow-up necessary to resolve areas of non-compliance. This position may attend various CAPS design meetings, trainings, etc. to inform possible changes to the system based on knowledge learned from the QA reviews. Makes decisions on how to interpret State laws, rules, and memos as they relate to the specifics of each case when providing technical assistance to county caseworkers and supervisors.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Experience Only:

Seven (7) years of human services investigative experience. This experience must include two (2) years conducting APS investigations, provisioning of adult services, or supervision of professional social caseworkers in APS.

Experience must demonstrate working knowledge and experience utilizing Volume 30 Regulations, Human Services Code, and APS processes. Experience must demonstrate the following: Ability to read and evaluate multiple volumes of typed and/or hand-written case materials on a daily basis; and possess intermediate computer skills to enter information into various databases, produce reports, and email information to colleagues and others.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years. This experience must include two (2) years conducting APS investigations, provisioning of adult services, or supervision of professional social caseworkers in APS.

Substitution:

Additional related education will substitute for the required experience on a year-for-year basis.

Additional experience may be substituted for the education on year-for-year basis.

Preferred Qualifications

Strong preference will be given to candidates with experience conducting quality assurance reviews for the APS system and candidates certified through the Adult Protective Services training academy

Exceptional communication skills, including demonstrated success in developing curriculum and providing training utilizing adult learning theory.

Conditions of Employment

Candidates must possess a valid, unrestricted U.S. Driver's License upon date of hire and maintain throughout employment in this position.

Candidate must be willing and able to travel throughout the State to assigned areas.

Candidates must pass a Full Colorado Bureau of Investigation background check

The Assessment Process

Colorado Revised Statutes require that state employees are hired and promoted through a comparative analysis. The comparative analysis for this position will include a review of your application material and your responses to any supplemental questions.
