About

Civils Pre-Construction Manager

Reporting to the Civils & Infrastructure Preconstruction Director, you will support Estimators and Planners in submitting tenders for mixed "Design and Build" and "Traditional" contractors.

The projects vary in value from £2m to £100m across sectors including highway authorities, industrial developments, rail, and environmental initiatives.

Bid Strategy & Submission
  • Decide on the submission structure and content, and communicate tender document requirements to Business Development Support.
  • Coordinate and organize different disciplines required for submission, and inform them of requirements and deadlines.
  • Write the Proposals.
  • Review the completed submission document prior to submission.
  • Coordinate and attend Mid-Tender Interviews, leading presentations as required.
  • Distribute Tender Addendums received during the Tender Period to internal teams and consultants.
  • Arrange internal tender review meetings as needed.
  • Attend and explain scheme at the Tender Settlement meeting.
Technical
  • Review Tender Documents for missing information and request as necessary.
  • Ensure sufficient information is available to price the works with the Estimator.
  • Prepare and collate RFI's with Client/Designers as required.
  • Respond to technical queries raised by sub-contractors.
  • Carry out a review of ground conditions and arrange geo-technical/environmental advice where required.
  • Arrange further site investigations if necessary.
  • Optimize earthworks levels, accounting for drainage and foundation arisings.
  • Assess risk and opportunities.
  • Review buildability issues.
  • Obtain additional consultant input as required (Part L/SBEM, Overheating Calculations, Acoustic, Building Regs, Fire Engineering etc).
  • Review scheme for boundary conditions and fire protection requirements.
Commercial
  • Obtain fee proposals as required.
  • Conduct technical reviews of design sub-contract quotations.
  • Investigate Value Engineering Opportunities and incorporate them into the scheme as appropriate.
Programme

Assist in preparing programmes as required by the Planner and review tender programme & prelims.

Post Tender
  • Manage post-tender questions and clarification negotiations.
  • Coordinate and attend Post-Tender Interviews.
  • Chair the Tender Handover Meeting.
  • Offer support as necessary to the Site Team.
