Facility Data Analyst (ISR)
The Montana Department of Military Affairs, through the Construction and Facilities Maintenance Office (CFMO), supports the Montana Army National Guard (MTARNG) by managing and maintaining state military facilities and infrastructure. The CFMO is dedicated to ensuring the readiness, safety, and operational effectiveness of MTARNG facilities while adhering to federal, state, and military regulations. The Facility Data Analyst Program Manager serves as the primary Installation Status Report (ISR) and Mission Dependency Index (MDI) point of contact for the National Guard Bureau (NGB). This position is responsible for managing the MTARNG ISR and MDI programs, analyzing facility data, and providing actionable recommendations to improve facility readiness and real property asset quality. The role involves managing data collection, conducting facility inspections, and collaborating with stakeholders to support strategic planning and programming requirements. Duties:
1. Installation Status Report (ISR) Management (50%): Oversee the development, evaluation, and submission of ISR data, including infrastructure, services-performance, services-cost, and mission capacity. Ensure data integrity through inspections, audits, and automated verification. Collaborate with facility managers, engineers, and construction personnel to ensure consistent reporting standards. Develop and maintain database dashboards (e.g., Power BI, SharePoint) to support decision-making. 2. Facility Inspections (25%): Conduct statewide inspections of MTARNG facilities to assess mission effectiveness, quality, and compliance with Army-wide ISR standards. Identify deficiencies, safety concerns, and maintenance needs, and provide actionable recommendations for improvement. 3. Mission Dependency Index (MDI) Management (15%): Manage the assessment, analysis, and submission of MDI data to evaluate facility criticality and support MTARNG mission priorities. Collaborate with leadership and stakeholders to ensure accurate reporting and alignment with strategic goals. 4. Training and Technical Assistance (5%): Provide training and technical support to staff responsible for ISR and MDI data collection and system management. Develop and deliver training modules to ensure compliance with NGB standards. 5. Other Duties as Assigned (5%): Support CFMO objectives by performing additional duties, including special projects, regulatory compliance, and stakeholder engagement. Must submit requested cover letter, resume and complete state application in order to be considered. Minimum Qualifications:
Education: Bachelor's degree in Business Administration, Project Management, Data Management, or a related field. Experience: Two years of job-related work experience. Alternative Qualifications: A two-year degree in a related field with at least two years of relevant work experience. Equivalent combinations of education and experience may be considered. Knowledge, Skills, and Abilities:
Familiarity with Army and National Guard regulations, policies, and procedures. Understanding of MTARNG facility requirements and mission priorities. Knowledge of facility management systems, including PRIDEWeb, RPlans, HQIIS, and ISR. Strong project management, time management, and organizational skills. Proficiency in Microsoft Office Suite, including advanced Excel and Power BI. Ability to analyze and interpret facility blueprints, designs, and compliance with military standards. Excellent oral and written communication skills for drafting official correspondence and reports. Ability to work independently in a dynamic environment with changing priorities. Strong analytical skills to verify, manipulate, and resolve data conflicts. Ability to collaborate effectively with diverse stakeholders, including facility managers, engineers, and NGB personnel. Special Requirements:
Valid driver's license. Ability to lift up to 50 lbs., climb ladders, and work at heights up to 60 feet. Ability to work in extreme temperatures (-30F to 110F) and high-noise environments. Must pass a fingerprint and background check. Position requires 25% travel in state with periodic out of state travel.
