About
As a Commissioning Manager joining the Partnerships and Commissioning Service, you will be part of a brand-new team focused on delivering our Commissioning Transformation Programme.
Being an ambitious and collaborative commissioner, you will be at the heart of shaping how we work with our communities, providers and system partners to deliver high quality, sustainable, people-centred services.
Working as part of a small team, you will be be leading on delivery on one of the following three key themes:
- Fair Cost of Care 2 - To support a sustainable and value-for-money market, this project will review over 65s residential costs, improve information for self-funders, standardise the use and pricing of 1:1 support and fully implement Care Cubed as the core costing tool, whilst developing a fair cost framework for working age adult residential care.
- Accommodation with Support and Mental Health Pathway - This project will create a more cost‑effective, outcome‑focused supported living system for working age adults and people with mental health needs.
- Young People Transitioning into Adulthood - Aiming to transform transitions with personalised planning from age 15, this project improves strategic planning, market development and partnership working, establishing a new joint commissioning model for 16-25 year olds.
What you will be doing
- It will be your responsibility to deliver one of the key themes from the Commissioning Transformation Programme, working in partnership across adult social care and wider system partnerships.
- By driving innovation and continuous improvement, you will embed strengths-based and outcomes-focused approaches.
- To shape a cohesive and sustainable local market, you will foster strong, mature relationships with system partners, VCSE organisations, providers and communities.
- You will develop market-shaping strategies, including workforce sustainability, market sufficiency and future demand modelling.
- It will be key for you to ensure commissioning activity aligns with statutory responsibilities, regional priorities, and national direction.
What we need from you
- We require you to hold a degree or professional qualification in social care, health care, public health, housing or business studies or another relevant subject, or comparable experience gained in a relevant professional area such as commissioning, contracting or performance, alongside line management experience.
- Given the elements of this role, you will be confident in negotiation and have a strong ability to lead and promote innovation, new ways of working and collaboration across a wide range of stakeholders.
- It is essential that you can prepare and produce accurate, clear and concise written and verbal reports including performance reports for the senior management team.
- You will be self-motivated with the ability to work without close supervision. You must be able to work under pressure, adopting a flexible, problem solving and creative approach to tasks.
- You need to have knowledge of the service specific areas and impacts on local authority duties and experience of strategic supplier relationship management, including contract management, this includes understanding and analysing performance data.

- This role is hybrid, with a mixture of working at our office in Badminton Road, Yate and from home.
