About

The Information Technology Specialist II (ITS II) will be the lead quality assurance analyst for the development, implementation, and ongoing support of the Capitation Calculation Management System (CAPMAN) and Electronic Accounting Modular Interface (EAMI) systems and their subsystems. The ITS II is responsible for complex systems analysis, software support, and quality assurance activities, including developing and executing test plans, identifying defects, and ensuring system functionality aligns with business requirements. The ITS II acts as a liaison between non-technical program staff and information technology (IT) stakeholders as they relate to CAPMAN, EAMI, and related subsystems. The ITS II will manage the most complex projects; develop detailed specifications and business requirements, analyze data and situations, reason logically and creatively, identify and document problems, draw valid conclusions, and develop effective solutions that relate directly with CAPMAN and EAMI operations.

Working Conditions

This position is currently a hybrid telework position and you will be required to come into the headquarters office twice a week. In-office days will be at the discretion of your manager in accordance with DHCS guidelines. You may also be required to work in the office occasionally and/or travel to support the needs of Enterprise Technology Services and to attend mandatory meetings. The remote status may be subject to change.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: • Advanced proficiency in SDLC, Agile methodologies, and quality assurance practices, including test planning, case development, and defect tracking. • Skilled in creating business requirements, functional specifications, and process documentation. • Strong analytical skills for evaluating systems, analyzing data, identifying trends, and providing actionable insights (e.g., SQL for querying and validation). • Effective communicator with experience collaborating across technical and non-technical teams, including facilitating UAT and ensuring business alignment. • Proficient in abilities like JIRA, Confluence, and other project management platforms, with strong organizational skills to manage multiple priorities. • Certification in business analysis (CBAP) or quality assurance (ISTQB) is a plus, along with experience in cross-functional teams as a liaison between business and IT.
