About
ECS is seeking an experienced
NIH NIAID Enabling and Advancing Technologies (NEAT) Program Manager
to work
remotely
providing Portfolio Financial and Contract management services. This engagement provides a spectrum of management, technologies development, applications/software engineering, bioinformatics support, and professional development.
Please Note: This position is contingent upon [contract win].
The NIAID NEAT Program Manager will be the single POC providing ongoing status and progress to the NIAID CO and COR. In this role, you will be responsible for building and managing program budgets and justifications, financial tracking and analysis, and overall tracking and coordination of funding forecasts-to-actuals. You will lead 65 - 75 FTEs providing Project Management, Agile Practice's, DevOps, Business Process Analysis, and Organizational Change Management IT services.
Programmatic Support:
Work closely with NIAID business domain leaders and stakeholders to ensure alignment with NIAID mission and goals.
Prepare a Task Order Management Plan outlining the labor categories, hours, and approaches by task to be used to provide the required services including the specific deliverable documents, analyses, and reports to be developed.
Establish Continuous Integration/ Continuous Delivery (CI/CD) pipelines for all NIAID software applications
Track and manage program milestones and deliverables, ensuring compliance with funding agreements.
Monitor and report on program performance metrics, providing insights to Project Managers and leadership.
Financial Management:
Development and execution of program budgets, including forecasting, tracking, and analyzing expenditures.
Managing finances and burn rates for the team and augmenting staff as needed
Analyze financial data and trends, identifying potential risks and opportunities.
Prepare financial reports and presentations for internal and external stakeholders.
Task Order Management:
Coordinate Other Direct Cost (ODC) procurement of supplies, materials, and supporting software licenses and service agreements.
Ensure overall quality, compliance and delivery of contract requirements to include data calls and ad hoc requests.
Supporting growth opportunities across the business unit as needed and marketing the solutions and accomplishments of the team.
Salary Range: $150,000-$190,000
General Description of Benefits
Bachelor's degree in Computer Science, Information Security or related field .
Active Public Trust or higher security clearance.
Minimum 10 years experience supporting Health IT software development initiatives leveraging Agile and DevOps/DevSecOps practices leading cross-functional teams.
5+ years of experience with Program Management, Financial Management, Portfolio Management or cloud migration/modernization initiatives.
PMP (Project Management Professional) Certification.
Reside within the Washington DC Metro area
Travel within the Washington DC Metro Area, and CONUS as needed.
