Supervisory Management & Program Analyst (NCDSP Data Analyst)
The position has been established to advise, evaluate the effectiveness of National Cardiac Device Surveillance Program (NCDSP) programs and operations of its four primary roles. The NCDSP monitors of cardiovascular implantable electronic devices (CIEDs) through the maintenance of VA national registry for all implantable cardiac devices. The NCDSP services veterans from all VHA centers across the country and currently services over 60,000 patients per annum. The NCDSP serves four primary roles: (1) Administrative tracking of CIEDs implanted in Veterans. (2) Facilitating the remote monitoring of patients with CIEDs. (3) Providing subject matter expertise, information on potentially affected Veterans, and guidance to VHA program offices and VA cardiology clinics in the event of U.S. Food and Drug Administration (FDA) or manufacturer safety notification or recalls affecting CIEDs. (4) Providing clinical support to Veterans Affairs (VA) health care providers who follow patients with CIEDs by informing them about critical findings discovered via remote monitoring. Major duties and responsibilities include: Analyzing and evaluating the effectiveness of line program operations in meeting established goals and objectives. Advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix. Advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations. Performs analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations. Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. Researching and investigating new or improved business and management practices for application to agency programs or operations. Analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required. Develop performance standards, evaluate work performance and identify developmental and training needs of employees. Develops the need for and maintains an awareness of available funds for maintenance of the national NCDSP data systems (i.e. COTS, national patient user interface). Serves as the program subject matter expert, analyst and advisor to the Supervisory Health Systems Specialist and National Director on the evaluation and the effectiveness of all NCDSP programs to include but not limited to the following: cybersecurity, clinic compliance, user productivity, adherence rate, patient compliance, device recall announcement tracking. Provides NCDSP leadership with independently developed data and objectively based information for making decisions on the administrative and programmatic aspects of NCDSP operations and management and advises on potential benefits/uses of process improvement strategies to improve efficiency of programs. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
