Overview
The Network Administrator is responsible for designing, implementing, maintaining, and optimizing the organization's network infrastructure, including voice, video, and data communication systems, as well as all low-voltage infrastructure throughout city facilities and public spaces. This role ensures secure, reliable, connectivity and supports business operations through proactive monitoring, troubleshooting, and strategic planning.
The City of Sarasota is seeking an experienced Network Administrator to join our team and take ownership of our critical network infrastructure. In this role, you will design, implement, and maintain secure and reliable LAN/WAN environments, wireless systems, and voice/video/data communications. You'll work with advanced technologies such as AI-driven networking, cloud-managed solutions, and automation tools like Python scripting, API's, and Cisco Catalyst Center to ensure optimal performance and scalability. Your expertise will help us deliver seamless connectivity and support essential operations across the City.
The ideal candidate will have a strong background in network performance, fiber, fiber rings, Cisco Catalyst 40GB WAN, monitoring, security and compliance. You'll lead projects, manage upgrades, and proactively address vulnerabilities through firewall assistance with the security team, risk assessments, and eventually zero-trust strategies. Essential Functions Install, configure, and maintain network hardware, software, and Cisco networking equipment (routers, switches, firewalls) to ensure optimal performance and availability.
Assists in budgeting for network infrastructure and low-voltage systems; contribute to long-term planning and technology roadmaps.
Perform network design and capacity planning to meet current and future organizational needs, including hybrid cloud and edge computing environments.
Review and evaluate requests for network and telecommunications changes; recommend solutions that maintain service quality and scalability.
Leverage cloud-managed and AI-driven networking; develop Python scripts for automation; integrate APIs and RESTful services; utilize Cisco Catalyst Center and ThousandEyes for assurance and visibility.
Evaluate emerging technologies, products, and standards to support network development and procurement decisions.
Oversee maintenance of telecommunications and low-voltage systems; coordinate with vendors and internal teams to minimize downtime and ensure compliance with ANSI/TIA standards.
Coordinate with the Security Analyst to support CIS Controls implementation and compliance with CJIS, SCADA, and federal/state regulations; review firewall logs and security alerts; maintain firewall clusters when Security Analyst is unavailable; implement port-level security and zero-trust segmentation; conduct vulnerability scans, risk assessments, and firewall testing.
Responsible for port level security to ensure only approved devices access the City's wired networks.
Serves as technical advisor and subject matter expert for all areas relating to the network and telecommunications infrastructure.
Plan and organize special projects; serve as technical advisor and subject matter expert; lead network and low-voltage projects from planning to execution.
Reviews firewall logs and security alerts and updates and maintains the firewall cluster when the Security Analyst is not available.
Researches and recommends security tools and countermeasures to enhance cyber security.
Assist in maintaining disaster recovery and continuity of operations plans for critical systems.
Reviews, recommends, schedules, and performs network improvements, upgrades and repairs.
Supports critical systems after hours, nights and weekends as needed. Responds to emergencies on a 24/7 basis.

Minimum Qualifications
Associate's Degree from two year college or university with major course work in information management, computer science or related field;
Five years progressively knowledgeable and responsible experience in network systems administration, to include demonstrated skills in system planning, systems integration, diagnostics and troubleshooting for both local and wide area network environments, or equivalent combination of education and experience.
Cisco Certified Network Professional (CCNP) preferred or must obtain within one year of employment.
CJIS certification required due to interagency operations. This is a fingerprinted level II national criminal background check. This must be obtained within the first three months of employment.
Job Based Competencies
Deep understanding of LAN/WAN architectures, including design, implementation, and optimization.
Expertise in wireless technologies (Wi-Fi 6/6E and emerging Wi-Fi 7 standards), including security and performance tuning.
Strong grasp of networking protocols such as OSPF, BGP, TCP/IP, and related routing concepts for enterprise-scale environments.
Hands-on experience with routers, switches, bridges, and firewall technologies across multiple vendors.
Ability to configure and maintain firewall clusters, VPNs, and intrusion prevention systems.
Knowledge of network segmentation, VLANs, and port-level security for compliance and zero-trust architectures.
Familiarity with IPv6, multicast, and QoS for modern network performance requirements.
Familiarity with hybrid cloud environments (Azure, AWS), virtualization, and edge computing.
Knowledge of low-voltage systems design and ANSI/TIA installation standards; integration with network infrastructure.
Python scripting, automation, APIs, Cisco Catalyst Center, ThousandEyes.
Responsibility
Under the general direction of the Department Head or the designated representative who provides areas of assignment and who reviews and evaluates work in terms of contacts maintained, priorities established, service provided, and results achieved. Most of the work of the incumbent is performed on the basis of his or her own independent judgment and initiative. This position supervises the network management unit of the Information Technology Department.
Physical Requirements
Work requires sitting at computer screen for prolonged periods of time. Otherwise, work is performed in a normal office environment. This is light work requiring exerting up to 20 pounds of force occasionally and up to 10 pounds of force frequently. Position requires reaching, fingering, talking and hearing to accurately perceive information at normal spoken word levels. Position requires visual acuity for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity to operate standard office, data entry and word processing equipment is required.
Public Contact
Contacts are a highly important and essential part of this position. Contacts include City officials, employees, and other City departments to perform the essential functions described above for providing information, advice, counsel, and assistance on the development, implementation, and maintenance of systems using information technology. Contacts are also with vendors in the discussion and evaluation of new and revised hardware and software proposals. The incumbent may also work on task forces with members of other agencies on special problems and issues of concerns of the City.
