Contract Position: Data & Reporting Specialist (Contractor)
Position Overview
The Data & Reporting Specialist (Contractor) will provide specialized project‑based data management and reporting support for Maryland Safe Haven. This contractor ensures accurate, timely, and compliant data processes across HIV services, drop‑in center operations, housing programs, and other organizational initiatives. The role supports internal leadership and funder reporting requirements while maintaining strict confidentiality and adherence to HIPAA standards.
This is a 25‑hour‑per‑week contract with the opportunity for additional hours based on project needs and reporting cycles.
Scope of Work / Responsibilities
The Contractor shall:
Data Management & Migration
· Enter, clean, validate, and maintain accurate program data.
· Lead or support data migration from legacy systems or spreadsheets into updated platforms.
· Build, refine, and maintain data management systems, databases, or dashboards.
· Manage data within Electronic Medical Record (EMR) systems as applicable.
Data Analysis & Reporting
· Analyze quantitative data for trends across HIV services, housing, outreach, and drop‑in operations.
· Produce monthly, quarterly, annual, and ad‑hoc reports for leadership and funders.
· Support program evaluation and performance monitoring efforts.
Compliance, Confidentiality & Standards
· Ensure compliance with local, state, and federal data reporting requirements, including HUD, CDC, Ryan White, and other grantor standards.
· Maintain strict confidentiality and adhere to HIPAA regulations and internal privacy protocols.
· Ensure accurate, timely, and complete reporting within HMIS, including data quality checks, timely uploads, and compliance with state and federal HMIS standards.
· Support audit readiness through proper documentation and data integrity.
Technology & Systems Skills
· Proficient in the Microsoft Office Suite (Excel, Word, Outlook, Forms; Power BI preferred).
· Manage HMIS data entry, reporting, and data quality assurance.
· Collaborate with program leads to enhance workflows and improve data accuracy.
Contract Type & Structure
· Status: Independent Contractor (1099)
· Hours: 25 hours per week, with opportunity for additional hours
· Compensation: 30-35/hr
· Supervision: Reports to the Administrative Director or designee
· Contract Length: 12/mo with the option for renewal.

Pay: $25.15 - $30.28 per hour
