POSITION SUMMARY
Serves as a Systems\Network Administrator responsible for duties associated with the daily operation, maintenance, and further development of the Borough's systems/network/security systems and related equipment. The Systems/Network Administrator must have a deep and broad knowledge of computer software, hardware, and networks. They will be responsible for designing, organizing, documenting, modifying, and supporting the Borough's computer systems and networks.
The Systems\Network Administrator will design and oversee local area networks, wide area networks, and network segments. The incumbent will be supporting a vast variety of departments that are spread out throughout the Borough and surrounding areas. Daily tasks may include installing, upgrading and troubleshooting software and hardware related to the Borough's technology infrastructure. The Systems\Network Administrator will maintain the essentials such as operating systems, security of computers\servers and networks.
This is technical and administrative work of a complex nature which involves responsibility for developing and implementing policies and procedures for the efficient operation of the Borough's computer network and for overseeing the installation, configuration and maintenance, including troubleshooting responsibilities, of network hardware and software, under the general supervision of the IT Supervisor. The incumbent must be able to operate a wide variety of
computer equipment must be able to teach individuals of varying technical and non-technical backgrounds the proper use of their computer equipment, and must be able to create detailed documentation for technical and non-technical individuals. Functions as the lead worker in the day-to-day system/network activities of the IT department. Work is performed independently, with general instructions received from the IT Supervisor and others as required.
ESSENTIAL FUNCTIONS

Support LANs, WANs, network segments, Internet, and intranet systems; Ensure the design of the system allows all components to work properly and efficiently together; Make recommendations for future upgrades; Design, set-up, deploy, and maintain a wide variety of network and system infrastructures, and upgrade, as needed; Serves as third-tier technical support in troubleshooting problems reported by the helpdesk and deskside support technicians, and analyze and isolate issues; Maintain the integrity of the network, server deployment, and security; Ensure network connectivity throughout the Borough's LAN/WAN infrastructure; Manages, plans, and implements Active Directory and Group Policy; Updates and deploys the Borough's repository of Operating System images for computers and servers; Updates and maintains driver and software packs used in imaging computers; Updates the Borough's web pages of various departments as well as intranet web pages; Manages and performs a wide variety of IT projects of various sizes; Communicates regularly with contractors, co-workers, and end users; Educates employees how to operate new software and hardware; Keeps abreast of current developments in computer, server, and networking industries; May perform the role of acting IT Supervisor, when needed or required; Must be available for emergency calls and after-hours responses on weekends, evenings and holidays when required. Performs other related duties as assigned. REQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES)
Ability to learn, model and follow Borough policies, rules, procedures, and regulations; Must have extensive understanding of networking techniques and procedures; Must possess thorough knowledge of the Borough's network equipment and network infrastructure; Ability to engineer, implement, configure and troubleshoot network infrastructure; Ability to install, terminate, and test fiber and copper connections to further expand and/or troubleshoot network issues; Ability to work under pressure to meet deadlines, successfully handle/manage multiple software development projects simultaneously and set priorities; Ability to make recommendations, based on thorough research on IT equipment to upgrade; Must possess thorough demonstrated knowledge of the principles and practices of network administration; computer systems administration, switching and routing commands, and computer peripherals (i.e. printers and servers) used in network administration; Must be able to analyze network traffic using various types of hardware devices and software to determine and resolve network issues; Must have adequate knowledge of administering SSL certificates for securing a vast variety of devices; advanced DNS routing and firewall configuration for remote connections; and knowledge or the ability to learn scripting for automation; Ability to recommend, develop, and implement policies and procedures to be used in network and system administration under the direction of the IT Supervisor; Must possess hands-on technical troubleshooting capabilities; critical thinking, problem-solving and analytical skills; efficient organizational and time management skills; and exceptional documentation skills; Must have strong interpersonal skills to assist non-technical individuals with complex technical issues; Ability to communicate effectively, both verbally and in writing; Must have leadership skills to guide the computer/network team; Must have thorough knowledge of effective and efficient PC operations. In addition, the incumbent must possess a thorough knowledge of networking and integrated computer systems and skills which result in the integration of a large number of personal computers into one system. An effective working knowledge of computer hardware, software and operating systems is also required; Ability to problem solve, troubleshoot and think outside the box, when problems arise over many different systems; Ability to see a high-level view to a finite view of operations and vice versa. Ability to write and keep records and reports electronically; Must possess excellent communication, interpersonal, and customer service skills to effectively and successfully perform the essential functions of the job and in a professional manner; Must possess the ability to work independently with little supervision in a team environment; Must be able to maintain information in the highest confidence and have considerable ability to remain calm and effective under stress; Must have considerable ability to handle diverse and multiple tasks simultaneously; Must have considerable ability to work within a fast-paced environment; Must be able to exercise sound professional judgment in the analysis of user problems in order to decide proper level of maintenance required to solve problem; Must have the ability to work well with others even in high stress situations including fellow employees, elected officials, contractors, and the public. Must be available for emergency calls and after-hours responses on weekends, evenings and holidays when required; Must keep informed about the latest information technology industry specific developments and best practices through reading and by attending conferences, seminars and meeting. QUALIFICATIONS
Education:
Associate's degree in Computer Science, Information Science or related field; At least two years of formal technical training in a college or technical school in a specialized relevant program is required. Should possess a computer certificate or degree proving successful completion of a relevant program. Preferred: ⢠A four-year related college degree.
Experience:
Minimum of two years' experience in computer network and system administration; Previous experience with Cisco switches, routers, firewalls, and VOIP phones preferred. Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. WORK AUTHORIZATION/SECURITY CLEARANCES
Must be legally authorized to work in the United States and maintain required clearances to hold a position at Chambersburg Borough.
ADDITIONAL ELIGIBILITY REQUIREMENTS
Incumbent must have and maintain a valid motor vehicles license, 3 years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter, in order to remain eligible for this position.
Must reside within forty-five (45) driving miles of the corporate limits of the Borough of Chambersburg within one (1) year of the hire date as their bona fide primary residence, and continue to reside within that area while employed.

TRAVEL REQUIRED
Regular travel to and from Borough facilities for physical deskside support, meetings and other related business.
