Pay Rate: $60-$65/hr depending on experience.

12-month contract.

Our client is looking for an experienced Project Manager to lead a major modernization initiative involving the rollout of a new enterprise Pass & Permit System. This is a high-impact opportunity overseeing complex technology integrations across mobile apps, payment channels, gated facilities, enforcement systems, and core operational platforms.

• Oversee full lifecycle implementation: planning, design, build, integration, testing, and launch
• Develop and manage project plans, milestones, risk logs, and dashboards
• Deliver MVP and phased rollout strategies on time and on budget
• Coordinate integrations across mobile apps, digital payments, PARCS, surface lots, enforcement systems (LPR, handheld, back-office), CRM, finance, and reporting
• Work with IT and architecture teams on APIs, data flows, security, and interoperability
• Lead UAT, operational validation, and launch readiness activities
• Manage system integrators and vendors against deliverables and SLAs
• Track performance milestones and escalate risks
• Support contract compliance, change management, and executive reporting
• Partner with Operations, Finance, IT, Customer Service, Enforcement, and Communications
• Support training, readiness, and transition planning
• Synthesize technical detail into clear updates for senior leadership
• Identify cross-functional risks and mitigation strategies
• Maintain visibility into integration dependencies and critical path
• Ensure compliance with cybersecurity, privacy, and regulatory requirements

Required

• 7–10+ years' experience in project management
• Proven success delivering enterprise software or systems integration projects
• Experience managing multi-vendor environments and third-party integrations
• Strong understanding of APIs, data integrations, and digital platforms
• Skilled in guiding cross-functional stakeholders in complex environments
• Experience in public sector, transportation, infrastructure, or regulated fields is an asset
• Excellent communication and executive reporting abilities

Preferred

• PMP, PRINCE2, or equivalent certification
• Background in parking systems, mobility tech, payment systems, or transportation technology
• Familiarity with permit management, subscription platforms, or gated access systems
• Experience delivering integrated digital + physical infrastructure projects
