Position Overview
The Senior Program Management Lead serves as the primary program management authority responsible for coordinating contractor support activities for NOAA’s Aircraft Acquisition Program Management Office (PMO). This position provides leadership for program planning, acquisition lifecycle management, financial oversight support, and coordination across engineering, logistics, and program support teams. The individual ensures contractor activities align with program objectives, acquisition milestones, and operational priorities for NOAA aviation assets.
Key Responsibilities
- Provide strategic leadership and oversight for contractor program management support to NOAA’s Aircraft Acquisition PMO across all phases of aircraft lifecycle acquisition and sustainment.
- Coordinate planning, execution, and monitoring of program activities supporting aircraft procurement, modification, and sustainment initiatives.
- Support program planning and acquisition lifecycle documentation including acquisition plans, program management plans, acquisition baselines, and transition strategies.
- Lead the preparation and coordination of program documentation, analytical reports, and decision-support materials for government leadership.
- Facilitate Integrated Product Teams (IPTs), working groups, and program review meetings, ensuring stakeholders receive relevant data and analysis to support program decisions.
- Oversee program-level financial, schedule, and performance tracking activities including cost analysis, schedule monitoring, and program risk assessment.
- Coordinate with engineering, logistics, and program support personnel to ensure integrated execution of program requirements.
- Support NOAA personnel in identifying program risks and developing mitigation strategies related to aircraft acquisition and modification efforts.
- Ensure program documentation, records management, and reporting activities are completed in accordance with government requirements and timelines.
- Provide regular updates to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) on contractor performance, program status, and emerging issues.
- Supervise contractor personnel assigned to program management functions and ensure proper coordination across support areas.
Management and Coordination Responsibilities
- Serve as the principal interface between contractor personnel and NOAA leadership for program management activities.
- Coordinate task order execution, staffing assignments, and resource allocation across contractor teams.
- Ensure compliance with security, operational, and documentation requirements associated with NOAA systems and facilities.
- Oversee preparation of contractor monthly status reports summarizing progress, technical status, schedule updates, travel activities, and program risks.
Minimum Qualifications
- Minimum 15 years of experience directing or managing programs supporting aircraft lifecycle acquisition or aviation-related programs within government or commercial program management environments.
- Experience supporting organizations such as DoD, DHS, or similar federal agencies.
- Professional certification as either:
- DAU/DAWIA Senior-Level Program Manager , or
- Project Management Institute (PMI) Project Management Professional (PMP) .
- Demonstrated experience across multiple program lifecycle disciplines including:
- strategic planning
- requirements analysis
- engineering integration
- test and evaluation
- integrated logistics support
- acquisition and lifecycle management.
- Experience managing programs from concept development through contract closeout.
- Bachelor’s degree in Business Administration, Airport Management, Project Management, Engineering Management, or related technical discipline.
