The Department of Institutions and Digital / Scientific Assistant 2 The Department of Institutions and Digital / Risk Analysis Center (CAR) of the Cantonal Office for Civil Protection and Military Affairs (OCPPAM) is looking for a Scientific Assistant 2. Your mission The Risk Analysis Center (CAR) organizes its action around three pillars: the analysis of risks threatening civil protection and its environment, the protection of critical infrastructures, and nuclear, radiological, biological, and chemical (NRBC) threats. In this capacity, the service ensures monitoring of socio-political, health, and technological risks in the interest of civil protection and actively contributes to the work of the authority. The holder will mainly: Contribute to files in the areas of the service; Support the governance of the NRBC cell of the ORCA system and provide the necessary expertise in the area; Collaborate by providing expertise on major risks related to critical infrastructure files; Contribute and/or participate in the work of the cantonal civil protection system according to the service needs; Participate in the work of the group of experts called to give opinions on risk analysis and provide scientific expertise in NRBC-related files, possibly including that of academic dangers. Qualifications: Master's level scientific university degree; Experience in research and/or project management in one of the following areas: chemistry, biology, or physics; Good knowledge of German (minimum B2); 5-8 years of professional experience in one of the aforementioned scientific areas; Demonstrated analytical and synthesis skills; Proven experience in project management; Excellent stress management; Ability to work in a network and communicate easily; Considering the particular mission of OCPPAM, some elements can be alerted/alarmed 24/7, the position requires great availability for sudden actions of indefinite duration. Specific skills: Solution-oriented approach: ability to analyze complex issues and propose suitable responses; Rigor and respect for deadlines: punctual and organized, with a strong ability to manage multiple tasks simultaneously; Excellent writing skills: proven ability to draft notes, directives, and technical documents with clarity and precision; Loyalty and sense of duty: commitment and fidelity to the hierarchy and entrusted missions; Autonomy and team spirit: able to work independently while collaborating effectively with colleagues and partners; Resilience and management of the unexpected: ability to face challenges and find solutions in difficult situations; Ease: ability to maintain and develop relationships both internally and with external stakeholders. Office skills: Perfect mastery of standard tools; Specific knowledge: Knowledge of ArcGIS, radiation protection, willing to undergo training if necessary.
