Job Summary

The Talent Acquisition Programs Specialist supports the design, implementation, and continuous improvement of national talent acquisition programs that support hiring at scale and enhance both candidate and hiring manager experience. The position combines project management, data analysis, and stakeholder collaboration to deliver evidence-based recruitment, outreach, and assessment initiatives aligned with workforce planning and corporate priorities.
The successful candidate will use research, labour market insights, and statistical analysis to evaluate program effectiveness, develop dashboards and reports for leadership, and ensure recruitment and selection processes are valid, compliant, and inclusive. Acting as a strategic partner to HR and hiring managers, this role also supports employer branding, external partnerships, and the creation of compelling recruitment content across digital and in-person channels.

In this role you will:

  • Create, implement and manage talent acquisition programs to attract diverse, qualified talent.

  • Identify reporting requirements and establish data collections systems and documents.

  • Conduct statistical analysis and report on program effectiveness and improvement areas using data and feedback gathered.

  • Manage partnerships with external organizations for recruitment and outreach.

  • Organize, facilitate, and supervise recruitment and outreach events and activities.

  • Analyze business needs and conduct labour market research.

  • Create, maintain, and improve assessment programs and process documents.

  • Support the development of written and visual content to attract job applicants such as for job fairs, presentations, careers website, and social media.

  • Provide guidance to hiring managers and HR professionals on recruitment, assessment and selection best practices.

What you bring:

  • Advanced degree in Organizational Psychology, Human Resources, Statistics or related field or an equivalent combination of education and experience.

  • Experience creating, implementing, and validating HR programs or initiatives.

  • Data analysis skills including inferential statistics: correlations, t-tests, ANOVA, chi-square, regression (including linear, logistic, and step-wise), etc.

  • Knowledge of Canadian legislation related to hiring, privacy, and employment equity.

  • Knowledge of best practices in testing, measurement, and assessment methods.

  • Proficiency in software applications such as Microsoft Word, Excel, Teams, LinkedIn, Workday, and RStudio.

Working Conditions:

  • This position is a hybrid position with a minimum 3 days per week on site. 

  • Occasional travel required.
