Aligned with ATCO's commitment to safety, stewardship, and responsible land management, the Senior Advisor, Environment (Reclamation & Remediation) provides senior-level environmental expertise to support the lifecycle management of natural gas infrastructure. This role leads contaminated site assessment, remediation planning, reclamation execution, and regulatory closure for ATCO-operated lands and legacy assets.
This role provides senior technical oversight for contaminated site assessment, remedial action planning, risk management, and reclamation certification for ATCO's natural gas assets, including pipeline rights of way, stations, spill sites, decommissioned facilities, and historical infrastructure. The successful candidate will ensure ATCO's environmental risks are identified, managed, and resolved effectively, and that ATCO meets all regulatory expectations for land restoration and liability reduction.
Responsibilities:
- Lead the development, implementation, and continuous improvement of ATCO's remediation and reclamation program for natural gas and pipe assets.
- Establish and maintain environmental guidelines, standards, procedures, and decision frameworks to support consistent and compliant project execution.
- Develop program performance measures, reporting dashboards, governance controls, and quality assurance processes.
- Provide senior technical oversight of contaminated site assessment and remediation planning, including interpretation of historical and current site data, oversight of Phase 1 and Phase 2 ESAs and risk assessments, and evaluation of remedial alternatives using risk-based and cost-benefit approaches.
- Ensure environmental decisions align with regulatory expectations, corporate policy, and ATCO's risk-based governance models.
- Support field teams in achieving reclamation objectives.
- Guide, standardize, and technically review regulatory submissions and closure documentation (including Reclamation Certificate applications, Detailed Site Assessments, Remedial Action Plans, Risk Management Plans, and regulatory correspondence), ensuring documentation quality and defensible environmental records.
- Track and interpret existing, emerging, and changing regulations and ensure ATCO's programs align with liability management requirements and industry's best practices.
- Direct environmental consultants, contractors, and field technicians to ensure safe, efficient, and compliant project execution.
- Provide troubleshooting and strategic guidance on project risks, schedule constraints, and technical uncertainties.
- Direct and oversee environmental consultants, contractors, and field teams, evaluating contractor work, technical deliverables, and field execution to ensure quality, defensibility, and alignment with approved scopes, standards, schedules, and budgets.
- Collaborate with internal partners such as Operations, Land, Indigenous Relations, Engineering, and Pipeline Integrity.
- Communicate environmental issues and remediation strategies clearly to technical and nontechnical audiences.
- Mentor junior and intermediate environmental staff, fostering internal capability development.
- Develop and oversee a waste management program for remediation and reclamation projects and ATCO projects, ensuring compliance with provincial legislation and ATCO internal environmental procedures.
- Provide technical guidance during emergency or non-routine environmental incidents to ensure safe, compliant, and coordinated field response.
- Advise project teams and contractors on appropriate controls for soil handling, erosion prevention, and cross-contamination avoidance, of both contaminated and non-contaminated materials.
Qualifications:
- Bachelor's or advanced degree in Environmental Science, Earth Science, Soil Science, Environmental Management, Geology, Environmental Technology, or related discipline.
- Eligible for or membership in a professional organization (P.Biol., P.Ag., P.Geo., EP, RTAg, etc.) is an asset.
- 8–15 years of progressive experience in environmental remediation and reclamation within Alberta's oil and gas or pipeline sectors.
- Demonstrated ability to lead complex contaminated sites through assessment, remediation, and regulatory closure within Alberta's AER and reclamation liability management frameworks.
- Experience directing and evaluating environmental consultants and contractors, including review of technical deliverables, field execution, and performance against scope, schedule, budget, and quality expectations.
- Experience applying risk-based decision frameworks to remediation and reclamation planning, including cost benefit evaluation and liability reduction strategies.
- Experience developing program documentation, governance tools, SOPs, or standards.
- Strong technical knowledge of AEP Tier 1 & Tier 2 guidelines; soil and groundwater contaminant behavior; remediation technologies and associated monitoring programs; and reclamation certification requirements and processes.
- Strong written and verbal communication skills with the ability to translate technical findings into clear recommendations.
- Excellent project management skills, including budgeting, scheduling, and contractor oversight.
- Strategic thinking capability with the ability to balance environmental risk, regulatory expectations, and business objectives.
- Strong assurance and defensibility mindset, with the ability to critically review environmental data and documentation to support regulatory and liability outcomes.
- High level of professional judgment, risk awareness, and decision-making capacity.
