Reporting to the Director, Human Resources (Director), the Manager, Human Resources (Manager) is responsible for the management and administration of the Human Resources (HR) unit. The Manager contributes to satisfying the Government of Nunavut's and the Department of Education's commitment to providing effective, efficient, and applicable HR services that reflect best practices and align / comply with established standards and requirements in Nunavut.
ResponsibilitiesThe Manager, through their activities, ensures that the Department adheres to / responds to the requirements outlined in the Education Act and Regulations, Public Service Act, GN Human Resource Manual, and the Department's Human Resources Guide, Collective Agreements, and any other applicable legislation, regulations, policies, directives, procedures, etc.
Major responsibilities for the Manager, Human Resources, include:
- Providing expert advice, guidance, clarification and general insight on HR matters raised by staff across the department in accordance with the Public Service Act, GN Human Resource Manual, Department's Human Resources Guide, the Nunavut Agreement (Article 23), Collective Agreements, and any other associated and applicable legislation, directives, policies, or procedures.
- Keeping current with research, developments, and requirements in HR
- Providing administration, management, and oversight of the HR Unit, under the guidance of the Director: establishing goals, objectives, and performance indicators for the Unit; evaluating the Unit's ability to deliver expected results; and identifying strategies to improve the Unit's efficiency and effectiveness.
- Ensuring all departmental staff are aware of their HR rights and responsibilities: overseeing the development, in consultation with the Director and the Communications Division, of materials communicating consistent messaging to staff on HR rights and responsibilities.
- Ensuring all HR staff are aware of the Department's HR responsibilities: maintaining an active list of all legislated, policy, etc. HR responsibilities assigned to the Department and sharing those responsibilities with HR staff across the Department etc.
- Monitoring the broad policies and priorities of the Government as expressed in legislation regulations, and any reports and documentation to ensure consistency across the Department's policy and programs.
- Assessing the Department's HR activities with a view to improving efficiency, effectiveness, responsiveness, compliance, etc.
The knowledge, skills, and abilities required for this job are usually obtained through a completed undergraduate degree in human resources, business administration, or a related field from a recognized academic institution, plus three (3) year minimum of related work experience including one (1) year of supervisory experience. A professional designation as a Certified Human Resource Professional would be considered an asset.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut's official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
