The Program Lead (PL) is responsible for the overall development, coordination, delivery, and evaluation of assigned portfolio activities. This role holds primary responsibility for the Continuous Professional Development (CPD) and certification portfolio, ensuring clinicians maintain currency, competency, and regulatory compliance through high-quality learning programs. Works alongside fellow Program Leads to ensure the effective delivery of education programs in alignment with Ministry of Health guidelines, Accreditation Canada criterion and partner requirements as required. This includes compliance with the Base Hospital mandate, Advanced Life Support Patient Care Standards, and the execution of Continuing Quality Improvement initiatives.
Key Accountabilities:
Provides leadership for the CPD and certification portfolio, including annual planning, prioritization, and reporting on key performance indicators related to clinician maintenance of certification and program effectiveness.
Leads the design, delivery, and evaluation of CPD programs to meet annual maintenance of certification requirements for all clinician groups, integrating Base Hospital QA findings, Medical Advisory Committee recommendations, and regulatory/Accreditation Canada expectations.
Reports to and provides strategic support to the Chief Paramedic in the planning, execution, and evaluation of the Continuous Professional Development and certification portfolio.
Administers and oversees individualized reintegration plans for clinicians returning to work, ensuring appropriate assessment, remediation, and CPD activities to support safe and effective practice.
Directs Faculty Educators and Clinical Practice Leads in the CPD portfolio.
Collaborates with the Manager, Program Design, Evaluation, and Academic Innovation to design, implement, and continuously refine evidence-based assessment tools that support CPD program outcomes and certification decisions.
Collaborates with the Manager, Education and Clinical Simulation to optimize scheduling and organization needs required to deliver CPD program activities.
Works with the Manager, Education and Clinical Simulation and Medical Simulation Specialists to ensure adequate stocking and maintenance of simulation and educational equipment across provincial locations.
Provides academic leadership to Faculty Educators, Clinical Practice Leads and Paramedic Practice Mentors in the coordination of programs and their delivery.
Facilitates resources, including human resources, room/location, scheduling, hours of work and assignments, subject to Managerial approval.
Coaches and mentors Faculty Educators on performance, conducts formal workplace evaluations, documents performance expectations, and participates in disciplinary meetings (in collaboration with Manager and HR) as needed.
Develops and completes individual Professional Development plans annually, in consultation with the respective Manager.
Advises their direct Manager/Director and indirectly advises the designated Associate Medical Officer and Manager, Program Design, Evaluation, and Academic Innovation on areas for overall improvement on an ongoing basis.
Contributes to the development and mentorship of Faculty Educators, , and Clinical Practice Leads (CPLs), and attend educational sessions as required.
Engages in ongoing professional development to maintain expertise in their clinical and educational domain, and to integrate emerging best practices in CPD, competency-based education, and healthcare simulation into the portfolio.
Qualifications:
Post-secondary education in a relevant healthcare field, such as Critical Care Paramedic, Advanced Care Paramedic, Registered Nurse (Critical Care/Emergency), or Respiratory Therapy is required.
Post-graduate education in a relevant field related to the designated portfolio (Certificate or Graduate Diploma) is required.
A minimum of 2-4 years of experience is required.
Minimum of 5 years of independent practice in a related healthcare field (Paramedic, Nursing, Respiratory Therapy) or 5 years of experience in educating health professionals or 5 or more years as a Critical Care Paramedic (CCP) is required.
Extensive experience in managing the design, coordination, and delivery of related programs is required.
Proven track record in mentorship and team building is required.
Experience in formal project management is required.
Experience in developing and delivering healthcare-related programs/projects in hybrid learning models using simulation as a primary educational tool is required.
Experience in teaching health professionals or within an Ontario Base Hospital as an educator/CQI is required.
Certification as a Critical Care Paramedic, Advanced Care Flight Paramedic, Registered Nurse (Critical Care/Emergency), or Respiratory Therapist (Critical Care/Emergency) is required.
Master's degree in a related field, ideally relevant to the designated portfolio is preferred.
Experience in the Air Ambulance/Ambulance Service industry (Service Operators, Community Colleges, or Base Hospitals) is preferred.
Medical Quality Assurance / CQI experience is preferred.
Training in team leadership, mentorship, and management is preferred.
Specific education in adult education or healthcare simulation education is preferred.
