Job Summary

The Physio Refresh Program strengthens British Columbia's healthcare system by providing accessible, high-quality continuing education for physical therapists, with a focus on supporting internationally educated healthcare professionals transitioning to practice in Canada. In alignment with UBC and the Department of Physical Therapy's strategic objectives, the program promotes lifelong learning, clinical excellence, and workforce integration. Organizational Status

The Program Manager provides operational leadership and administrative oversight for the Physio Refresh Programs: both the CoRE and the Certificate programs. Ensuring efficient delivery of courses, workshops, and clinical placements. This role manages day-to-day operations, supports strategic initiatives, and fosters collaboration with faculty, regulatory bodies, and clinical partners to maintain program quality and compliance. 

Work Performed

  • Manage day-to-day operations for all Physio Refresh program offerings, including workshops, exams, and registration tracking for both the core and certificate programs. This may involve liaising with other teams in the Department and supervising other program staff members.  

  • Manage the full lifecycle of synchronous and in‑person session delivery, directing instructor recruitment, scheduling, and operational planning 

  • Assist the Program Director in budget planning, manage all program expenditures for budget compliance and notify program director of any risks or complex situations.  

  • Prepare an Annual Budget Report tracking actuals, variance and forecasting long-term program sustainability.  

  • Implement and manage the Physio Refresh Program Evaluation Framework, including collecting and analyzing data, preparing reports and summarizing evaluation findings for leadership.  

  • Contribute to the Department's strategic planning process as it relates to the Physio Refresh Program, including monitoring and reporting on key goals and targets for the program. 

  • Follow up on concerns from instructors around student progress, OSCE evaluations, attendance, and pre-placement documentation and requirements (including final OSCE thresholds) documentation. Notify Program Director or Clinical Education Administrator of potential risks or complex student issues.

  • Support student accommodation needs and work with the Centre for Accessibility on implementing student accommodations in both academic and clinical coursework.

  • Recommend evidence-informed improvements to enhance program quality and communicate outcomes and incorporate stakeholder feedback into revisions.

  • Ensure all program activities comply with UBC policies and quality standards.

  • Manage the admissions and enrollment process, including coordinating with UBC Enrolment Services for student status applications and registration in academic credit courses. 

  • Plan and coordinate clinical placements for Physio Refresh Certificate students and manage placement data using HSPnet. 

  • Ensure completion of pre-placement requirements and liaise with health authorities and clinical sites in advance of student placements. 

  • Act as the primary administrative point of contact for students and clinical educators during placements. 

  • Work with the DPT Communications team to develop and implement a marketing strategy, including generating social media content. 

  • Manage contracts with vendors, placement coordinators, and instructors as needed. Work with the Department HR team to ensure appropriate appointment and payment procedures are followed.  

  • Recommend and implement policies, guidelines, and procedures for program delivery. 

  • Supervise, coach, and distribute work to support staff, students, external contractors, and volunteers. 

  • Ensure compliance with UBC privacy guidelines and handle sensitive data appropriately. 

Consequence of Error/Judgement

Errors in judgment, planning, or decision making in this role could negatively affect the quality and integrity of the Physio Refresh Program, including student progression placement readiness, and exam outcomes. Inaccurate budgeting, scheduling, or data management may compromise program sustainability and lead to financial or operational disruptions. Errors in communication or support to instructors, students, and clinical partners could damage departmental reputation and strain relationships with external organizations essential to program delivery. Incorrect decisions related to academic requirements, placements, or accommodations may result in student appeals, grievances, or potential legal implications.  

Supervision Received

This position reports directly to the Sr. Manager, PT Programs and works under general directives from the Physio Refresh Program Director and Physio Refresh Clinical Education Administrator.

Supervision Given

Supervise staff, Graduate Teaching Assistants, Work Learn, external contractors and volunteers while working on programs and events relevant to the position. 

Minimum Qualifications

University degree in a relevant discipline. Minimum of two years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

Bachelor's degree in health sciences, education, or a related field; master's degree preferred.

  • Experience in program administration, clinical education coordination, or healthcare education is preferred. 

  • Experience managing budgets, supervising staff, and coordinating multi-stakeholder projects. 

  • Strong organizational and communication skills. 

  • Proficiency in HSPnet and learning management systems (e.g., Canvas). 

  • Ability to manage budgets and financial reporting. 

  • Problem-solving and decision-making skills with attention to detail. 

  • Ability to work collaboratively with faculty, clinical partners, and regulatory bodies.
