Position Conditions: This is a full-time, permanent position of 40 hours per week. This position will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69.

NOTE: Candidates selected to participate in the competition process will be required upon request, to provide copies of certifications/diplomas and a driver's abstract.

Rate of Pay: $ $32.37 per hour (2026 Rates)

Closing Date: 11:59pm on March 4, 2026

This competition will include testing and an interview.

PURPOSE OF POSITION

To participate as part of a working team that operates a variety of equipment and machinery and performs the tasks required for the safe and efficient operations of the City's Landfill and Material Recovery Facility (MRF).

TYPICAL DUTIES AND RESPONSIBILITIES

  • Operates and maintain a variety of equipment and its attachments. Such equipment will include excavator, dozer, rock truck, front end loader, trash compactor, and occasionally an automated refuse truck, front load truck, and shuttle/hook truck with various size bins as needed to support daily Landfill operations;
  • Performs equipment servicing tasks such as daily pre-trip inspections, cleaning, lubricating and refuelling equipment, makes minor adjustments or repairs or requests repairs as required;
  • Performs work from site drawings and observes reference stakes, hand signals, verbal,  and written directions;
  • Performs all duties using safe work practices and ensuring safe work conditions as required by the Workplace Safety and Health Act and also meet and maintain City of Brandon safety regulations;
  • May provide supervision to section general labourers and other equipment operators;
  • Performs all manual tasks required within the Landfill, Material Recycle Facility (MRF) and Compost Operations.

MANDATORY QUALIFICATIONS & EXPERIENCE

  • Grade 12, G.E.D.,C.A.E.C, or Mature High School Diploma;
  • Must possess a valid and subsisting Class 3 with Air Endorsement Province of Manitoba driver's licence;
  • Must provide current driver's abstract;
  • Must obtain a Transportation of Dangerous Goods Certificate within one (1) year of appointment;
  • Must have the ability to operate equipment that falls in the Equipment Operator 3 classification at the landfill, such as compactor, tracked dozer, excavator, rock truck and loader;
  • Minimum of two (2) years' experience in the safe operation of Equipment Operator 3 classified equipment for the purpose of loading, shaping, and building with various material types;
  • Must obtain Landfill Operating Basics (LOB) certification within one (1) year of appointment;
  • Must have completed Workplace Hazardous Materials Information System (WHMIS) course or obtain within 6 months of appointment;
  • Must obtain Forklift Certification within sixty (60) days of appointment;
  • Required to obtain certifications required by provincial regulations.

WORK CONDITIONS

The Equipment Operator Level 3 works independently and in a team environment.

  • Work in a shared and consultative manner with other employees (daily):
  • Self-motivated and quality driven to perform independent projects and facilitate team goals (daily):
  • Necessary to work in all types of weather conditions (daily):
  • Works in areas of confined space, heights, unpleasant noise levels, dusty environments, large insect areas, and adverse odours (daily);
  • Must be available to work varying shifts, including some weekends, overtime and call outs (occasionally);
  • Regular shift includes weekend and evening shift rotation;
  • Responsible to the Solid Waste Chargehand or designate.
