Environmental & Permits Manager
What is the project?
The Pickering Nuclear Generating Station refurbishment program involves designing and building a new deep-water intake in Lake Ontario to improve the plant's cooling system. This will involve:
A5 km-long tunnel, built by a pressurized TBM m diameter slurry TBM);
Two vertical shafts (onshore and offshore);
An offshore modular intake structure, resting on the lake bed.
The project is distinguished by its proximity to an active nuclear site, requiring rigorous standards of safety, planning and coordination.
What you will do:
The Environmental and Permits Manager will act in a leading role for the development and implementation of environmental strategies as well as managing the required permits for the project. They will ensure adherence to both environmental and permit regulations and internal procedures.
Concretely, your tasks will be:
Environment
Develop and implement environmental strategies, policies, and procedures to ensure compliance with federal, provincial, and municipal regulations.
Conduct comprehensive environmental impact assessments to identify potential risks and develop mitigation measures for construction activities.
Manage the environmental budget
Act as the primary point of contact for on site environmental issues and concerns flagged by internal and external stakeholders
Ensure strict adherence to environmental regulations, permits, and standards throughout all project phases, including monitoring air quality, water quality, and noise levels.
Collaborate with regulatory agencies, environmental consultants, community groups, and stakeholders to address environmental concerns and maintain transparent communication.
Provide training and guidance to project teams, contractors, and subcontractors on environmental best practices, regulations, and protocols.
Ensure environmental compliance by conducting audits regarding environmental standards on the project
Implement environmental monitoring programs to track environmental performance indicators and ensure continuous improvement.
Overseeing the development and implementation of emergency response plans for environmental incidents, such as spills or leaks, ensuring prompt and effective mitigation measures.
Lead sustainability initiatives within the project, focusing on energy efficiency, green procurement, biodiversity conservation, and carbon footprint reduction.
Coordinate development and implement strategies, policies, and procedures to ensure compliance with federal, provincial, and municipal regulations.
Coordinate development of environmental impact assessment
Permits
Manage permits and their relevant authorizations
Coordinate between multiple partners in design, methods, construction and environment for the preparation of the permits content
Ensure alignment between required permits and construction activities
Verify that permit requests comply with internal procedures and regulatory requirements
Maintain an up-to-date register of issued and active permits
Participate in internal audits and inspections related to permits.
Your skills:
A bachelor or advanced degree with specialization in planning, environmental planning, environmental assessment, geography or another related discipline
10-15 years' experience in a lead role on complex projects throughout the project lifestyles
Experience with the implementation and management of environmental management systems
Strong expertise in work permit procedures and strong knowledge of HSE requirements
Experience with permitting in Ontario and coordination of permits with agencies and stakeholders
In-depth knowledge of ISO 14001 standards and QHSE regulations applicable to large construction projects
Proven experience in tunneling or underground works
Experience working on projects with high-risk environments (nuclear, offshore, or similar)
Excellent communication skills, both written and verbal
Proven leadership skills with the ability to motivate and develop a team
Proactive approach to problem-solving
Acute sense of detail-orientation

The headquarter of VINCI Construction Grands Projets Canada is based in Montréal, Québec. We are currently involved in three major construction projects in Ontario valued at several billion Canadian dollars.
The construction of the subway line south in Toronto, involving a six-kilometer tunnel and associated excavation work. The project includes the design, construction, and handover of all tunnels (twin tubes of 6 km each), 7 stations (turnkey for: 1 at-grade station and 6 underground stations) and civil engineering works.
Extension of the Confederation Line in Ottawa, one of the components of Phase 2 of the city's O-Train system, which includes the design, construction, and financing of 27.5 km of light rail infrastructure. The work also includes 4 kilometers of cut-and-cover tunnels, 20 engineering structures, 16 stations and a light maintenance facility.
