We are seeking a Project Controls Manager to perform a pivotal role within our Project Management Office (PMO), supporting the delivery of our Property Development programme. This role involves maintaining programme controls, facilitating governance forums, and providing essential reporting to key stakeholders. The successful candidate will work closely with the Senior Programme Manager and Heads of Property Development to ensure projects are delivered on time, within budget, and to the highest quality standards.
Pay rate: £405.59 PAYE / £529.54 Umbrella per day
Location: Victoria Station Office - 2-3 days office / 2 days WFH
Contract duration: 6 months (potential to extend)
Day-to-Day Responsibilities:
- Provide PMO support to the Senior Programme Manager, including setting up the programme structure and establishing controls to ensure goals are met.
- Produce reports for Property Development forums using Excel, based on performance information from Development Managers.
- Identify programme risks, maintain a risk schedule, and ensure timely completion of mitigation actions.
- Challenge Property Development team members on budget, scope, quality, and milestone delivery, ensuring they keep project financial forecasts and other project information up-to-date.
- Drive the establishment of a centre of excellence for project and programme management within Property Development, promoting a culture of continuous improvement and professional development.
- Facilitate ongoing reporting of project information to various internal teams such as Legal, Finance, Treasury, and Commercial Development, ensuring adherence to agreed reporting standards and project governance practices.
Skills, Knowledge & Experience:
- Strong foundations in project controls , including scheduling, data interrogation, tracking progress and producing accurate, user-friendly programme reports.
- Demonstrable experience in a PMO or Project Controls role, ideally within property development, construction, or commercial estate environments.
- Proven ability to set up or improve PMO processes , ways of working, procedures and reporting frameworks, particularly in developing or evolving teams.
- Confident self-starter able to work independently, deliver without close supervision and drive improvements proactively.
- Strong business partnering skills with the ability to challenge, influence and engage stakeholders - including those less familiar with PMO or resistant to change.
- Ability to bring fresh thinking, commercial awareness and new ideas to improve programme controls and support better decision-making.
- Experience working across disposals, commercial office programmes, or early-stage development initiatives is highly advantageous.
- Strong planning, organisational and communication skills, with experience interrogating complex project data and translating insights into clear recommendations.
- Advanced MS Excel capability and confidence using MS Project ; experience with Power BI or similar reporting tools is desirable.
- Understanding of core property development delivery processes, with exposure to disposals, joint venture structures or commercial estate management beneficial.
