We are seeking a Manager, Data & Analytics —a high-impact leadership role designed for a strategic thinker who excels at the intersection of technology, governance, and organizational change. This is your opportunity to build an enterprise-wide capability from the ground up, turning raw data into the City's most valuable strategic asset.
What is the Opportunity?Reporting directly to the Director of Corporate Information Technology , the Manager, Data & Analytics, is the architect of our enterprise data, analytics, and AI roadmap. This isn't just a technical role; it is a "builder" role focused on maturing the City's people, processes, and platforms.
You will lead a multidisciplinary team across GIS, Data Science, and Business Intelligence to ensure that data is used confidently, responsibly, and effectively. Your mission is to move the needle on the City's data maturity, replacing low trust in data with a robust culture of literacy and insight. You will be the primary champion for our Future State Vision, ensuring that as Leduc grows, our service delivery scales through intelligent, data-driven decision-making.
What will you do?As a key member of the CIT Management Team, you will lead the charge in executing a multi-year roadmap designed to modernize our data ecosystem. You will:
Establish the roles, responsibilities, and operating models that define how data is managed across the entire City, ensuring governance is a shared organizational commitment.
Act as a trusted advisor to senior leadership on the ethical and responsible use of AI, moving from pilot projects to scalable, automated decision-support use cases.
Design and lead upskilling programs and organization-wide training to empower staff at all levels to interpret, trust, and apply data in their daily service delivery.
Identify opportunities to automate manual tasks and define systematic processes for handling data requests to improve the speed and reliability of insights.
Develop an enterprise data catalog and business glossary to ensure standard definitions and consistency, with a specific focus on unstructured data.
Align all data initiatives with Council priorities and organizational goals by establishing a rigorous data quality program with clear metrics.
Provide operational leadership for our GIS platforms to ensure spatial data is accurately integrated into our broader enterprise systems for better community outcomes.
Oversee the evolution of our data lakes, warehouses, and integration frameworks, ensuring our solutions are scalable, secure, and designed with privacy in mind.
You are a strategic influencer who understands that data maturity is as much about people and culture as it is about technology. You bring:
A bachelor's degree in data Analytics, Computer Science, Statistics, Business Intelligence, or a related discipline.
At least 3–5 years of progressively responsible leadership experience, with a track record of leading high-profile data or BI functions in complex organizations.
Demonstrated experience developing and implementing data governance frameworks and enterprise-wide data strategies.
Deep familiarity with data architecture, integration platforms, and the delivery of executive-level performance reporting.
Exceptional communication skills with the ability to translate complex technical concepts into user-friendly language for diverse stakeholders.
The ability to effectively prioritize and execute tasks in a high-pressure environment, including leading operational responses to emergent AI and data issues.
A collaborative mindset focused on rapport-building and the ability to manage external vendors and contractors effectively.
Certifications in CDMP (Data Management), ITIL, COBIT, Project Management and/or Change Management are considered significant assets.
