Job Summary
The Stormwater Master Planning unit resides within the Water Resources Planning and Engineering branch of Asset Management. The unit provides technical oversight in the preparation and approval of master servicing and stormwater planning studies required to support development in greenfield growth areas and rural villages. This unit also implements key components of the Infrastructure Master Plan including the Stormwater Management Strategy, the Stormwater Retrofit Program, and technical support for the development and implementation of Watershed Plans, Subwatershed Studies, and Environmental Management Plans. The group also manages aspects of natural hazards including floodplain mapping and erosion and slope stability issues related to growth.
In this role, you work as a member of an interdiciplanary team to provide technical input in the preparation, review and approval of master servicing studies and stormwater planning studies required to support development in greenfield growth areas and rural villages. You support the team through coordinating the activities of external consultants engaged in background studies and conceptual and functional design studies. As an Engineer in this team, you will apply techncial skills in hydrologic and hydraulic modeling, municipal infrastructure planning and design, water resources planning and engineering, and design and construction. You will also participate on multi-disciplinary committees conducting Watershed Studies, Subwatershed Studies, and Community Design Plans and carry out other related duties, as required
Education And Experience
Completion of 4 year university degree in Water Resources Engineering or directly related field
Minimum of 6 years of experience in the field of water resources engineering including the analysis and design of water distribution, wastewater collection and storm water management facilities as well as a knowledge of related management and policy issues
CERTIFICATIONS AND LICENCES
Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)
KNOWLEDGE
Thorough practical and theoretical knowledge of hydrology, hydraulics, stormwater management and mathematical modelling
Water and sewer (sanitary and storm) systems
Best management and quality assurance practices for storm water management
Applicable provincial regulations, and legislation including the Environment Assessment Act, the Occupational Health and Safety Act and related provincial and municipal guidelines
General design and construction practices in the Province of Ontario and trends and developments in the industry
Operational philosophy with water, storm water and sanitary facilities
Expert knowledge of InfoWater, InfoWorks, PCSWMM, XP-SWMM, SWMHYMO and QUALHYMO modelling packages or equivalent as well as WORD and EXCEL word processing and spreadsheet application packages
Data collection, management, maintenance and assessment techniques
Contracting, Request for Proposal preparation, proposal evaluation and selection techniques
Project management and supervision techniques
Expertise in GIS applications and integration with water resources modelling tools is essential

Supervise and provide technical guidance to branch/department staff and engineering consultants as it pertains to specific projects
Communicate effectively in writing and orally to review and present technical data and prepare/review comprehensive reports
Participate in meetings with department/consulting engineers, technical specialists, developers and area municipalities and undertake liaison with other agencies/regional groups to effectively obtain and/or provide input on issues

Adaptable/flexible, particularly with respect to the introduction of technological advancements for database management, hydraulic and hydrologic modelling applications, etc.
