HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia's publicly funded health employers.
HEABC's Human Resources, Strategies & Services (HRSS) department is responsible for the administration of a number of Health Human Resource initiatives across the province, supporting health employers, practitioners, and system partners through coordinated services, programs, and strategic initiatives that strengthen workforce planning and delivery.
The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location) and will live within commuting distance of our Vancouver office.

OPPORTUNITY:
HEABC has an opportunity for a 16-month contract for a Manager, Special Projects (the Manager). Reporting to the Director, Internal Partnerships & Strategic Initiatives, the Manager provides department-level oversight and coordination for a portfolio of high-priority, time-bound organizational initiatives with significant impact on the HR Services and Strategies Department (HRSS). The Manager acts as the primary departmental point of contact for complex, cross-functional projects, serving as a conduit between departmental staff, project management resources, and project governance bodies. The role supports disciplined coordination across teams, ensures effective communication among all interest holders, minimizes re-work, helps manage departmental capacity, and supports timely, well-informed decision-making.
The Manager also serves as the primary departmental point of contact for the Applicant Tracking System (ATS) replacement project, coordinating departmental input and engagement throughout the project lifecycle.
Responsibilities include:
- Acts as the central coordination hub for HRSS involvement in special projects, consolidating input from departmental teams and disseminating clear, timely project information.
- Serves as a conduit between departmental staff and project governance bodies ensuring information flowing to- and from- HRSS staff is complete, accurate, and provided in a timely manner.
- Serves as the primary departmental point of contact for the Applicant Tracking System (ATS) replacement project and acts as a departmental subject matter expert for the ATS.
- Manages departmental engagement in special projects and supports effective decision-making by preparing, consolidating, and validating departmental inputs.
- Ensures that end-user perspectives, including staff from Health Match BC, Locums for Rural BC, and Practice Ready Assessment BC, as well as candidates and employers, are appropriately reflected in project planning and decision-making.
Required Experience:
- Successful completion of a bachelor's degree in a related discipline (e.g., HR, Project Management, Business)
- Minimum of seven years of related experience in recruitment, application management, and/or project management.
- Knowledge of Recruitment Applicant Tracking Systems (ATS) and Candidate Relationship Management Systems (CRMs), including system functionality, data flow, and reporting.
- Knowledge of change management principles.
- Strong coordination and integration skills, with the ability to manage the two-way flow of information between project teams, governance bodies, and departmental staff.
- Excellent organizational and prioritization skills, including the ability to manage multiple concurrent initiatives without loss of clarity or momentum.
- The ability to work effectively with project managers and portfolio managers without duplicating roles or creating parallel processes.
- Strong written and verbal communication skills, tailored to different audiences.
- The ability to act as a credible departmental representative in complex, cross-functional project environments.
Salary Range: $88,990 to $116,798
Typical Hiring Range: $88,990 to $111,237
In determining salary, HEABC considers many factors including the successful candidate's skillset and experience as well as internal equity. The final salary offer will be at HEABC's sole discretion and presented as part of a competitive total compensation package.
