Introduction Join IBM as a skilled Design & Construction Program Manager, where you will have the opportunity to lead high-impact data center projects in industrial and manufacturing settings. As the primary governance lead, you will coordinate efforts among multiple vendors, such as Contractors, Architects, Engineers, and Permitting consultants, driving successful execution in line with IBM's Integrated Delivery Framework. This position demands extensive knowledge in data center construction, risk management, and program oversight to ensure that our quantum, infrastructure, and high-performance computing facilities thrive within strict timelines and technical demands. Your Role and Responsibilities Direct and govern design and construction processes across diverse vendor teams to ensure successful project delivery.
Ensure compliance with IBM's project delivery models and design review standards, including SD/DD/CD governance.
Draft scope of work and RFP documents; manage the RFP process, including preparation, evaluation of bids, and recommendation of awards.
Maintain an overall project schedule and critical path; oversee vendor schedules and readiness for commissioning.
Manage the risk register, identifying and mitigating risks related to project costs, timelines, and technical compliance.
Supervise change-order governance, contract adherence, and ensure accurate financial reporting.
Review and validate design deliverables to meet hyperscale/data center specifications (Tier III+/IV).
Ensure that commissioning protocols comply with IBM standards and methods (Level 1-5, IST).
Act as the primary liaison between IBM management, stakeholders, and external vendors.
Provide executive dashboards and weekly progress updates to senior management.
Oversee service provider compliance with processes and controls; ensure timely invoicing and project completion.
Engage in value engineering initiatives while staying informed about the latest innovations in design and construction.
Coordinate all relevant project pillars, including contracts, workplace considerations, transactions, and facility management.
Analyze lease agreements, budgets, and schedules; verify estimates and projections for capital cash flow.
Drive adherence to IBM Workplace standards and ensure compliance with LEED/WELL guidelines.
Required Technical and Professional Expertise • 10+ years of construction program management experience, including at least 5 years focused on data centers or mission-critical environments. • Proven hands-on experience with on-site construction of data centers. • Demonstrated success managing large-scale projects within industrial/manufacturing contexts and various contract models. • Strong foundation in electrical and mechanical systems, commissioning methods, and hyperscale designs. • Proficient in schedule management, cost forecasting, and risk mitigation strategies. • Proven ability to lead cross-functional teams and communicate effectively with executives and technical stakeholders. • Exceptional attention to detail with a comprehensive understanding of financial and scheduling documents. • Bachelor's degree in Engineering, Construction Management, or a related discipline; PMP certification is highly preferred. Preferred Technical and Professional Experience Excellent negotiation skills, with a capacity to navigate and manage complex vendor relationships.
Experience with various project delivery models such as EPC, GMP, IPD, Cost Plus, and open-book contracting.
Familiarity with prefabrication and modular strategies within data center environments.
