Job Description
POSITION OBJECTIVE
The NPDPSC Clinical Laboratory System Specialist is responsible for managing and maintaining the Clinical Laboratory Information System (LIS) and other critical laboratory and compliance-related systems. This role ensures seamless operation, integration, and regulatory compliance of various laboratory technologies. The Systems Specialist will provide technical support, implement system updates, troubleshoot issues, and collaborate with laboratory staff and University Technology (UTech) teams to optimize workflow efficiency. By ensuring data integrity, system functionality, and accurate transmission of laboratory results, this position plays a vital role in supporting the Surveillance Program, facilitating timely reporting to State Departments of Health and contributing statistical data to the Center for Disease Control (CDC) for effective disease monitoring and public health response.
ESSENTIAL FUNCTIONS
Serve as the administrator for the Center's Laboratory Information System (LIS). Configure, maintain, and troubleshoot the LIS; ensure timely data entry, result queue monitoring, system performance, and user access control. Validate and configure system. Configure LIS to support API connectivity, ensure accurate data mapping, and oversee validation testing to confirm data integrity and compliance. Prepare system documentation for audits and inspections (CLIA, DOH, etc.), ensure ongoing compliance with all relevant regulatory frameworks. Map requirements gathering and workflow. Collaborate with the billing vendor to define data exchange requirements, including test codes, billing triggers, and reporting formats. (30%) Optimize system integration and workflow. Collaborate with UTech and laboratory staff to support system interoperability, including HL7 interfaces, LabMatrix, clinical billing and instrument integration. Ensure the interface adheres to HIPAA, CLIA, and NYSDOH standards for secure transmission of patient and billing data. Lead ongoing support and maintenance. Monitor interface performance, troubleshoot data flow issues, and coordinate updates or enhancements as needed. Maintain documentation and change logs for audit readiness. (15%) Secure Communications and PHI Compliance. Manage the Proofpoint secure email platform and Softlinx fax system to ensure compliance with HIPAA and other privacy regulations for external reporting and client communications. Ensure financial management of clinical laboratory billing and collections. Monitor the billing company closely to assure revenue is received and payments to affiliate hospitals are done in a timely manner and in accordance with the various affiliation agreements.(10%) Oversee and troubleshoot the PRSQRL sample tracking platform to ensure accurate specimen receipt, workflow tracking, and final reporting. (10%) Support quality and event reporting system. Administer the MediaLab IQE platform to manage quality events, client satisfaction surveys, and corrective actions. (10%) Document and manage system validation and upgrades. Participate in the testing, validation, and documentation of software updates and new system implementations. Develop and maintain standard operating procedures (SOPs). (10%) NONESSENTIAL FUNCITONS
Manage domain and messaging. Maintain the Dreamhost domain (npdpsc.org) to support HL7 secure communications. (5%) Provide user training, technical assistance, and change communication related to system upgrades and workflows. (5%) Manage training and communication. Provide training to relevant staff on new workflows and serve as the point of contact for interface-related questions or escalations. Department: Frequent interaction with NPDPSC leadership, laboratory staff, and administrative personnel.
University: Occasional coordination with university IT (Utech). External: Communication with vendors, funding agencies, external clinical institutions, and regulatory bodies. Students: No contact with student employees
SUPERVISORY RESPONSIBILITIES
This position does not have any supervisory responsibilities.
QUALIFICATIONS
Education and Education: High School education and 9 years of relevant experience; OR Associate's degree in related field and 5 years of progressive experience; OR Bachelor's degree in related field and 3 years of progressive experience.
REQUIRED SKILLS
Familiarity with regulatory requirements such as CLIA, HITECH, FDA, and HIPAA. Strong troubleshooting skills for LIS, and domain/integration systems (HL7). Ability to perform system configuration, user access control, and file definition within Orchard LIS platform. Experience validating and documenting system changes for compliance purposes. Familiarity with secure email, domain hosting, and fax server administration. Ability to develop SOPs, workflows, training guides, and regulatory documentation. Proficiency in MS Word, Excel, and documentation tools. Excellent verbal and written communication skills, especially with non-technical stakeholders. Ability to interact with colleagues, supervisors, and customers face to face. Ability to independently investigate issues and implement solutions. Demonstrated capacity to learn new platforms and drive process improvements. High attention to detail, particularly with compliance and quality assurance. Effective cross-functional collaboration with NPDPSC lab, and UTech. Responsive and supportive approach to end-user needs and escalations. Demonstrated history of successful support, education, and advocacy for all students, aligned with the values, mission, and messaging of the university, while adhering to the staff policy on conflict of commitment and interest. Ability to meet consistent attendance.
WORKING CONDITIONS
This role may require occasional on-call support and system maintenance outside of normal business hours. Must have access to a secure and reliable internet connection. This position is eligible for telecommuting in accordance with Case Western Reserve University's alternate work policy.
