Division of Housing - Office of Homeless InitiativesDivision of Housing's (DOH) Office of Homeless Initiatives (OHI) exists to create and maintain solutions towards resolving homelessness across Colorado, including increasing access to quality, sustainable supportive housing. OHI partners with state and local service providers and agencies to provide affordable housing opportunities for persons experiencing homelessness with complex needs: i.e., behavioral health conditions, disabling conditions, veterans, youth, and persons experiencing long-term homelessness with frequent utilization of public systems.Campus Programs SpecialistThe Campus Programs Specialist will assist the Campus Manager with contract management, contract monitoring, and program oversight for the Fort Lyon Supportive Residential Community and the Sage Ridge Supportive Residential Community to include: developing and publicizing program guidelines, providing guidance to local government and nonprofit agencies, ensuring program requirements and federal rules and regulations are adhered to, decision making regarding program and project eligibility, managing and maintaining distribution of grants effectively, and overseeing accounting and audit functions for the grants administration.Additionally, the position will work to further the efforts of the OHI towards ending homelessness for special populations, including the management of other grants and partnerships for special populations (veterans, youth, families, persons with disabilities, ex-offenders, and/or chronically homeless). The position will focus on expanding the OHI's impact through strategic partnerships in order to provide additional permanent housing opportunities for Colorado's most vulnerable citizens.Job DutiesThe primary job duties of this position include, but are not limited to the following: Contract Management and Monitoring - This position will manage programming grant agreements and contracts at the Division of Housing for existing and new campus programs that provide an array of homelessness response services, programming and housing. These include the Fort Lyon Supportive Residential Community (Fort Lyon) and Sage Ridge Supportive Residential Community. The core elements of the programs include: Overseeing budgets, reviewing and submitting pay requests, developing agreement amendments or option letters, and monitoring contract performance measures.Conducting ongoing monitoring of the work of DOH grantees and contracts.Program Development - This position will develop program guidelines, policies, and materials for the Fort Lyon and Sage Ridge to ensure the law is being met and the program is implemented fairly, consistently, and efficiently.Communicates guidelines and policies to grantees, contractors and applicants through regular meetings, written communications, FAQs and the DOH website.Uses feedback from grantees, contractors and applicants as well as guidance through the law to create or adjust policy guidance on program implementation.Develops guidance on how contractors and grantees should implement policy changes in their workflow.Develops and implements processes for ensuring accuracy, data quality, and no duplication of benefits across programs.Technical Assistance - This Position advises and provides guidance to multiple grantees/contractors/subcontractors on various technical issues relating to operations and management of various programs for homeless populations.On-site Monitoring - This position will conduct on-site administrative quality control, ensuring housing and shelters meet health and safety inspections to detect possible violations of local habitability code, HUD housing quality standards (HQS), as well as programmatic compliance and outcomes.Travel Requirements: Travel to Sage Ridge and Fort Lyon is required to both locations at least once per month. Travel throughout the entire state may be required for various programmatic needs. The use of a state vehicle is available.
