ABOUT THE Division

General description

The Tax Processing section in Information Technology division at the Comptroller of Texas, has a full-time position available for an IBM mainframe ZOs application programmer III to support our tax systems. We are looking for someone with 3 years' experience with Natural One, DB2, and batch (JCL) and online programming (CICS). The applicant must be competent using Natural One to analyze, debug, and write complex programs, TSO to run jobs, create and edit datasets, and write complex DB2 SQL queries. Knowledge of the Integrated Tax System, Service Now, AJAX for Natural, COBOL language programming, building APIs is a plus. Supporting large-scale Enterprise level systems and projects is preferred. You would be a great fit for this role if you are self-motivated, resourceful, can deliver results to spec and work well with a team.

Work Hours

8:00 a.m. to 5:00 p.m., 40-hour week, Monday through Friday. May occasionally work evenings, weekends and/or holidays. Hours may change based on business need. Application support activities periodically require on-call responsibilities or work during non-standard hours.

Teleworking may be considered if certain working conditions are met. Must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 to 3 days/week, etc.). Travel reimbursements are not provided for teleworking.

Qualifications

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with a bachelor's degree.
  • Last Three (3) years' experience working in a mainframe environment, programming in Natural language, working on an IBM mainframe.
  • Last Three (3) years' experience in building Natural programs for CICS and batch environment, using TSO, JCL, and other mainframe utilities.
  • Experience working on a large project

Preferred Qualifications:

  • Graduation from an accredited four-year college or university with a bachelor's degree in computer science, Computer Information Systems or Management Information Systems.
  • Experience with Natural One
  • Experience with AJAX for Natural (use Natural to build Web applications)
  • Experience with COBOL Programming Language
  • Experience with DB2 and SQL
  • Experience with CPA Integrated Tax System
  • Experience with JCL and TSO
  • Experience developing Application Programming Interfaces (APIs)
  • Experience working on a project that spans multiple environments, where mainframe interfaces with other systems on a network
  • Software Development Life Cycle methodologies, including Agile

Substitutions:

One (1) additional year of the full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

In this role you will:

Code and Unit Test – Performs code required for software modifications, system modifications, and new products.

  • Gathers additional information from customers, management, and other sources when necessary to code the appropriate changes.
  • Codes requested changes in accordance with standards, guidelines and design documents. Codes in Natural, JCL, and sometimes in COBOL, with embedded DB2 SQL statements.
  • Prepares test data and instructions for production runs.
  • Tests each coding change to verify that the new code executes according to requests.
  • Prepares for code reviews and makes adjustments to code based on review results.

Research and Analysis – Performs research and analysis required for project proposals, software modifications, system modifications, and new products.

  • Coordinates gathering of additional information from customers, management, and other sources when necessary to perform analysis assignments.
  • Researches and participates in the evaluation of new products to determine the impact of incorporating the product into an environment and adding interfaces to existing systems.
  • Documents analysis findings including issues, options, costs, estimates, impacts, risks, and dependencies
  • Analyzes, reviews and revises programs, including those highly complex in nature and/or large in scale to increase operating efficiency or to adapt to new procedures.

Technical Implementation – Performs implementation activities required for software modifications, system modifications, and new products.

  • Coordinates implementation activities with all appropriate areas including business customers.
  • Identifies all deliverables included in the implementation and verifies that deliverables are ready to be installed in the environment.
  • Reviews total application solution for completeness and acceptance prior to installation.
  • Modifies job schedules as appropriate to accomplish implementations or to align with business process changes.
  • Determines the cause of application or environment problems by gathering information related to the problem; identifies appropriate resolution options; obtains appropriate approval; and coordinates the execution of the selected option.
  • Executes installation according to implementation schedule and provides feedback related to the implementation.

Performs all other related duties as assigned.
