About

General Statement of Duties

This employee is responsible for the inspection of water, wastewater, and stormwater construction throughout Hamilton County and connected systems. This employee is responsible for ensuring adherence to the legal construction standards and specifications for materials and activities completed by City employees and contractors; responsible for assorted paperwork including estimates, sketches, work orders, tasks, and reports associated with construction activity. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Water and sewer mainline, lateral, and manhole construction methods and materials.
ODOT Construction & Material Specifications relevant to construction projects.
Conventional and job specific symbols and notations used on maps and construction drawings. Surveying tools and techniques (GPS units, grade pole and laser beam in surveying, line and grade hubs) Various water and sewer main tapping procedures. Various types of mains, branches, and other appurtenance repair and replacement methods and procedures. Safety policies and procedures, applicable agency requirements, site safety plans.
The contents of Water, MSD, and SMU Materials Specifications and Standard Drawings sufficient for quick reference to answer questions or to give directions to contractors, the public, and others involved in construction.

Skill to:
Draw or markup (red line) engineering plans to obtain accurate representations of completed construction. Operate a cell phone, tablet, computer, calculator, and other office equipment. Use various software, GIS platforms, and Microsoft Office applications.
Make accurate measurements using a GPS device, tape measure, or measurement wheel. Enter manholes, junction chambers, tunnels, shafts, and excavations.
Operate air quality and humidity sensors, locating and tracing tools, and levels. Use hand tools such as screwdrivers, socket sets, wrench sets, sledgehammers, hammers, manhole lid pick devices, and chains. Use proper PPE for various conditions and situations and safety harness for working at heights. Drive a vehicle.

Ability to:
Read engineering drawings, plats, specifications, submittals, and other construction-related documents. Locate water mains, sewer lines, and laterals. Maintain accurate project records and reports. Monitor site-specific traffic control patterns and conditions. Work with minimal supervision. Follow instructions (both oral and written). Communicate effectively and respectfully with coworkers, superiors, and internal and external customers. Answer questions from contractors, citizens, and other parties affected by construction activity. Work outdoors throughout the year and in inclement weather. Use proper PPE and identify unsafe practices and conditions and bring such matters to the attention of the crew leader or supervisor. Identify when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing that there is a problem

Required Education and Experience

Promotional:
Each applicant must have a High School diploma or GED and four years of experience working in water or sewer maintenance and construction with the City of Cincinnati.

Open:
Each applicant must have a High School diploma or GED and four years of experience in water or sewer maintenance and construction. An associate degree (or a minimum of 18 credit hours) in engineering, construction, or a related field may be substituted for two years of experience.

OTHER REQUIREMENTS
Must have a valid Driver's License. Must be willing to work a flexible schedule, which occasionally includes evenings and weekends on an on-call basis. Must be able to provide and drive a personal car to work sites as needed for the performance of duties. Positions in MSD Wastewater Collection may require possession of, or ability to obtain, PACP CCTV certification and NASSCO manhole and cured-in-place inspector certification within the probationary period.

MILITARY EDUCATION & EXPERIENCE EVALUATION Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions:
Indoor or outdoor environments depending on position; exposure to extremes in weather conditions, dust and mold, office computer screens, risk of exposure to asbestos, lead, pesticides, pathogens, and loud noise.

Physical Conditions: Standing and walking for prolonged periods of time; lifting up to 60 pounds occasionally and 15 pounds frequently; stooping, kneeling, squatting, climbing stairs or ladders, working at heights up to 300 feet; fine motor skills; read detailed work and speak; must be able to operate a vehicle

Health Insurance

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.
