About
Burrow Global is seeking an experienced
Capital Project Estimator
with a proven track record in petrochemical capital projects to support our Deer Park Engineering office. The primary focus of this role is the preparation of reliable, project-level cost estimates for small- to midsize capital initiatives.
Candidates must bring prior experience as a capital project manager in the petrochemical sector, capable of coordinating technical work packages and, when required, assuming project management accountability through design, construction, and turnover to operations.
Responsibilities
- Lead the compilation of multi-discipline, capacity/equipment-factored estimates based on conceptual/basic engineering packages for petrochemical projects.
- Prepare and defend estimates in accordance with Burrow Global's established norms, procedures, and policies.
- Perform quantity take-offs from design drawings and develop material take-off lists, BoMs, or schedules of quantities.
- Solicit and evaluate budgetary construction proposals from nested site construction contractors.
- Ensure required estimate inputs are obtained by procedure; challenge inputs where appropriate to maintain accuracy and integrity.
- Maintain and update rates/prices in the estimate database to ensure current, credible estimates.
- Regularly benchmark labor, services, and materials pricing against industry data; incorporate market dynamics into estimates.
- Identify deviations from guidelines and standards and ensure compliance throughout the estimating process.
- Provide deliverables that support cost control, portfolio management, and group insurance activities.
- Participate in estimating kick-off meetings and alignment sessions, drive clarity on scope and assumptions.
- Develop external relationships with service providers; guide estimating requirements and objectives; conduct quality reviews of third-party estimates.
- When assigned, assume capital project management responsibilities (scope definition, planning interfaces, risk management, and change control) to deliver projects on time, within scope, and on budget through design, construction, and turnover.
Education
- Bachelor's degree in Engineering, Project/Construction Management, or a related technical field is preferred but not required.
Experience
- Minimum 10 years of experience in maintenance and construction projects with a strong emphasis on capital project estimation for petrochemical or equivalent industrial facilities.
- Demonstrated experience as a capital project manager on petrochemical projects (onshore/offshore) is required or clearly demonstrated capability to function in that role.
- Quantity surveying experience is desirable.
Skills And Competencies
- Ability to independently deliver estimates aligned with engineering design requirements and project objectives.
- Broad understanding of project execution and contracting strategies (EPC, lump-sum, cost-plus, etc.).
- Proficient in cost-estimating methodologies and analytical techniques (cost ratios, validation, QA processes).
- Working knowledge of international cost-estimating practices and relocation techniques as applicable.
- Familiarity with regulatory, safety, and compliance requirements relevant to petrochemical facilities.
- Strong communication, collaboration, and stakeholder management skills; ability to influence multidisciplinary teams.
