Job Summary:

Plans, develops, promotes, monitors, and coordinates the implementation of county-wide recycling and waste diversion programs; and performs other related duties as required.

Examples of Duties:

  • Plans, organizes, develops, implements, directs, promotes, and monitors waste diversion and recycling programs;
  • Assesses current efforts and programs of other cities and municipalities and evaluates appropriateness for the County;
  • Evaluates feasibility of existing and new programs;
  • Develops and manages County recycling and waste diversion contracts from start to finish;
  • Drafts request for proposals;
  • Recommends awards;
  • Manages contracts and programs after awards;
  • Seeks, researches, and writes grant applications to secure program funding;
  • Formulates, implements, and evaluates demonstration projects;
  • Formulates implements and monitors educational and promotional activities for recycling;
  • Coordinates the promotion of recycling programs with State and private school administrators;
  • Provides technical assistance for recycling and waste reduction programs to private recyclers and businesses;
  • Maintains recycling information database for the County;
  • Prepares annual operating and capital improvement budget requests;
  • Assists in developing legislation;
  • Analyzes and makes recommendations on proposed legislation;
  • Prepares and offers testimony before legislative bodies on pending legislation;
  • Prepares written analyses and reports;
  • May supervise the work of others; and
  • Performs other related duties as required.

Minimum Qualifications:

Training & Experience:

A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field; and

  • four (4) years of professional work experience in the development, supervision, or implementation of recycling, waste reduction, waste recovery, or comparable programs.
