Program Manager - Elder Justice (Elder Abuse Victims Specialist Program Manager) Summary: The Elder Justice Program Manager oversees the Elder Abuse/Safe Haven Program, which provides trauma-informed, intensive case management services, and temporary housing to the survivors of elder abuse, neglect, and exploitation. The Program Manager is responsible for staff supervision, grant writing/management, community outreach, and facilitation of a tri-county coalition. ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Evaluate proposed state and federal policy as it impacts participants and operations and advocate on behalf of the Agency's position.
  • Manage the Safe Haven program in a fiscally responsible manner. Coordinate with Finance department routinely to monitor and project program funding balance.
  • Supervise and Coordinate with Safe Haven program staff and volunteers.
  • Develop and implement internal systems for person-centered planning, self -determination.
  • Oversee the internal operations of the Safe Haven to assure successful positioning in a competitive market and compliance with funding regulations.
  • Prepare and maintain policies and procedures for the Safe Haven Program.
  • Provide service coordination to Safe Haven as needed.
  • Disseminate program results to our community and other agencies through presentations at Aging or other appropriate conferences and meetings.
  • Serve as the primary after-hours contact for emergency agencies.
  • Serve as liaison with the community in regards to capacity issues and participant service.
  • Coordinate and participate in Elder Justice awareness activities.
  • Coordinate with the multidisciplinary teams and partner agencies.
  • Work on sustainability by developing other funding sources in the community.
  • Maintain and promote partnerships with temporary housing partners and other community providers that support Safe Haven services.
  • Facilitate Elder Abuse Prevention Coalition meetings as needed.
  • Assist in leading work with partnered AAAs and entities to promote Safe Haven replicability.
  • Participate in Agency Management Team on all phases of agency operation.
  • Oversee all grant requirements, including management of funds, data collection, program evaluation, staff oversight, and meeting reporting requirements.
  • Evaluate referrals to Safe Haven. Be aware and share the need for increased outreach for both programs.
  • Maintain regular and punctual attendance.
  • Other duties as assigned, by the CEO, consistent with the employee's skills and Agency needs.

Supervisory Responsibilities: Elder Abuse Victim Specialist, other designated Safe Haven staff, and Safe Haven volunteers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Education and/or Experience:

  • Bachelor's degree in Nursing, Social Work or Human Services Field
  • Current State of Michigan RN/SW license is a plus
  • Minimum three years' experience in gerontology field required.
  • Three or more years of management experience preferred.
  • Demonstrated skill and ability to speak with large groups.
  • Experience in Adult Protective Service, Crisis Intervention or Elder Justice work preferred.
  • Program development experience is a plus.

Language Skills:Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from end users, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or Board of Directors.

Mathematical Skills:Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

Reasoning Ability: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Other Skills & Abilities:
  • Ability to analyze budget and policy material, and write well.

  • Ability to manage time and work well with people on an individual basis.

  • Ability to travel throughout the region (Hillsdale, Jackson and Lenawee Counties) and the State of Michigan to attend meetings/trainings.

  • Ability to work some evening and week-end hours.

  • Ability to access office files.

  • Ability to accurately enter and retrieve information from a computer.

  • Ability to sit for long periods of time.
