A. PURPOSE:
Under administrative direction, plans, organizes, directs and promotes City recreational, cultural and community services programs and activities; directs the branding and marketing efforts of the City to strengthen and enhance the City's image to the public and stakeholders; promotes City activities and services to engage citizens and increase citizen participation; and performs related duties as required.
B. DISTINGUISHING CHARACTERISTICS:
This is a single position classification reporting to the City Manager. The position has overall administrative responsibility for the City's parks, recreation, , nutrition, cultural, , Senior Center, and Selma Arts Center programs.
C. ESSENTIAL FUNCTIONS:
(1) Plans, organizes, directs, promotes and evaluates the City's recreational, cultural and community service programs and activities; (3) reviews and evaluates department programs and recommends appropriate changes in policy; (4) supervises and directs activities at City recreational facilities and Community Centers; (5) formulates rules, procedures and policies for the efficient and responsive operation of the department; (6) directs the assignment of personnel and the training of employees; (7) evaluates subordinate employees' performance and makes recommendations on hiring, promotion, discipline and dismissal; (8) organizes, directs and participates in the implementation of recreational, cultural and social service programs and activities; (9) coordinates and works with a variety of community groups in the presentation of special events; (10) prepares budget estimates and makes recommendations to the City Manager; (11) controls expenditures and assures compliance with authorized budget; (12) recommends purchase of equipment and supplies; (13) serves as secretary to the Recreation Commission, Pioneer Village Commission, and Selma Arts Council, preparing agenda, minutes and reports and informing the Commission of departmental programs and activities; (14) analyzes, recommends and promotes the establishment of new recreation and park areas; (16) prepares a variety of publicity and informational materials; (17) speaks before interested community groups and organizations; (18) prepares a wide variety of correspondence and reports; (19) coordinates departmental activities with other City departments and public and private organizations; and (20) establishes and maintains an effective liaison with the local school district in the joint use of facilities when required.
D. ESSENTIAL RESPONSIBILITIES:

1. General and Specialized Job Knowledge and Abilities:
(a) General Knowledge of: English grammar, spelling and punctuation; math.
(b) Specialized Knowledge of: Concepts, objectives and requirements of a recreational, cultural and community service program for both children and adults; principles and procedures used in developing and administering a coordinated community recreation program; objectives and techniques of organized play, games and other recreational activities; contractual procedures for bidding on maintenance services; methods of stimulating community interest and promoting participation in recreation programs; principles of supervision and training; marketing, social media, and advertising; software and computer applications such as Adobe Creative Suite or similar.
(c) Ability to: Develop, organize, promote, administer and participate in community recreational, cultural and community service programs and activities; speak and write effectively; hire, train, supervise, evaluate and discipline subordinate personnel; prepare, administer and control the department budget; evaluate and make recommendations to improve efficiency and effectiveness; establish and maintain cooperative working relationships with City personnel, commission members and representatives of public and private agencies and organizations.
2. Resources, Including Money, Equipment, Materials and Records: Monies gathered for senior activities, cultural activities, recreation receipts; Senior Center, Selma Arts Center, parks and recreational facilities;; athletic and hobby equipment; office equipment; materials and supplies.
3. Solving Problems: Solving differences and disputes between clientele; employee relations problems; part-time staffing; time management; determining short and long range goals; pleasing a variety of constituencies.
4. Performance of Others: Supervision of full-time and part-time employees within the department; administrative supervision of programs.

(a) Internal Relations with: City Council; City Manager; other department heads; employees in other departments.
(b) External Relations with: Constituency groups and associations; community service organizations; Fresno County Rural Transit Agency; State Parks and Recreation Department; school district administrators; building and grounds personnel; Fresno County Economic Opportunity Commission; Fresno County Council of Governments; business community; citizens.
6. Communications:
(a) Oral: Instructions; conferences; negotiations; speeches.
(b) Written: Letters and memos; reports; contracts; budget.
(c) Visual: Condition of buildings, Senior Center, Selma Arts Center and recreation areas.
(d) Auditory: Noises; meetings; conversations.
7. Safety:
(a) Hazardous conditions: Minimal in office to moderate when inspecting facilities.
(b) Frequency: Daily.
(c) Consequence: Light injury.
8. Tolerance of Job Conditions: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. 9. Physical Aptitude:
(a) Average motor skills.
(b) Minimal physical application besides moving from site to site and possible moving or lifting boxes or equipment up to 25 lbs.
10. Application of Mental and Physical Effort: Requires a high level of concentration for extended periods of time. Physical effort is light to occasionally moderate.
E. PREREQUISITES:
1. Education and Experience: Any combination equivalent to graduation from an accredited college or university in parks and recreation, public administration or closely related field and four (4) years of increasingly responsible experience in the development and administration of parks and recreation programs, including two (2) years in a supervisory capacity.
2. Licenses, Registrations, Accreditation, etc.: Possession of a valid Class C California Motor Vehicle Operators License.
  • Members of the California Public Employees' Retirement System (PERS). In accordance with the California Public Employees Pension Reform Act of 2013 (PEPRA), the City of Selma will offer the following retirement benefit (2.0% at 62) to new PERS members beginning January 1, 2013 with three (3) years final compensation. Existing PERS members with no break in service will receive the 2.7% at 55 formula with three (3) years final compensation.
  • City pays a portion of the employee and dependent coverage costs of group medical, dental and vision insurance.
  • Life insurance - $100,000 per employee.

  • 12 working days vacation per year. Additional days based on years of service.
