Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Job Summary
Under the leadership of the Manager, System Evaluation, the Coordinator, System Evaluation will support various performance evaluation strategies for the LA County homelessness response system. This position will collaborate across internal Departments to support the creation of standardization in performance analysis practices and align performance measures and tools. The position will also coordinate with external partners managing their own system performance data.

Essential Job Functions
Essential Job Functions (from analyst role):
  • Support system-level performance evaluation of the LA County Coordinated Entry System for All Populations (CES).
  • In collaboration with LAHSA Programs and Data Management departments, support the development and use key performance indicators within the LA County homelessness response system.
  • Support the creation and use of system management tools to monitor and evaluate system performance.
  • In collaboration with LAHSA's Data Management department, participate in the development and use of standard business rules and methodologies for data management and performance analysis.
  • Perform data collection, evaluation, and analysis using various data platforms.
  • Provide updates comparing data point in time and historical data relative to system goals
  • Analyze and evaluate system thruput data from an equity lens.
  • Other duties as assigned.

Program Evaluation Coordination
Document, coordinate, manage, and lead program evaluation activities and debriefs Create and deliver presentation of relevant data for external meetings
System Key Performance Indicators Dashboard Creation
  • Maintain excel System KPI excel dashboards, be responsive to change requests and ensure dashboards are always updated.
  • Knowledge of business rules and methodologies for the System Key Performance Indicators.
  • Knowledge of LAHSA's rehousing systems and different system components.
  • Explore and keep abreast with technologies and best practices that support or enhance the team's processes, tools, and capabilities.
  • Participate in meetings with cross-functional teams, such as Data Management to gather required reporting for Regional Implementation Meetings.
Permanent Supportive Housing and other Dataset Creation, maintenance, and documentation
  • Curate datasets and ensure there are documented procedures and guidelines for data access.
  • Build, maintain, and update datasets dependent on the needs of internal and external stakeholders, including the documentation of the process and methodology used to build the data set.
  • Ensure standardization of datasets and data metrics used across queries, reports, dashboards, and data feeds.
Serve as an expert in Homeless service data
  • Support with the interpretation of data about the homeless service system and what it means for system performance and system design.
  • Support developers and other members of the Data Infrastructure team with complex projects.
  • Compile and update documentation for all datasets, dashboards, processes and any other work assigned.

Knowledge, Skills & Abilities
  • Passion for working on creative evaluation solutions to address homelessness.
  • Bilingual in English and Spanish.
  • Experience working with People who have experienced homelessness.
  • Experience working with Spanish Speaking Communities and conducting focus groups and interviews in Spanish and English.
  • Knowledge of business rules for System Key Performance Indicators.
  • Knowledge of methodologies used by HUD, Homeless Count.
  • Familiar with writing reports that include sections on Background Information, Purpose, Methodologies, Key Findings, Implications, Recommendations.
  • Incorporates culturally competent practices to work with different racial/ethnic groups.
  • Familiarity with SSBI tools (e.g., Tableau, PowerBI, PowerPivot), preferably Tableau/ Excel.
  • Programming/Scripting experience and knowledge of data/system analysis, software development life cycle (SDLC).
  • Intermediate to advanced Excel skills.
  • Knowledge of HMIS, CHAMP, Looker preferred.
  • Ability to communicate directly with internal and external stakeholders.
  • Ability to develop, maintain, and tune complex stored procedures, queries, views, user-defined functions, cursors and common table expressions.
  • Performance tuning and query optimization knowledge.

Training & Experience
  • BA/BS in social services, or related field is strongly preferred; however, an equivalent combination of applicable training and experience will be considered.
  • Experience working with homeless service provider or other social service provider.
  • Experience with coding qualitative work and identifying themes based on the coding of data.
  • Proven professional experience and educational background.

Schedule
  • The Chief Executive Officer or designee may change the schedule of positions between hybrid and fully onsite, as necessary to accomplish LAHSA's business needs.

ADP Flexible Spending Accounts

Life Insurance
LAHSA pays 100% of the premium for $50,000 basic life insurance coverage through ADP.

Public Service Loan Forgiveness (PSLF) Program Eligibility
LAHSA is considered a government employer for the PSLF Program.
Pension Plan
LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 6% of the employee's salary with a qualification date of 500 hours or 6 months after the date of hire.
Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.
Time Off Administrative Leave
Chief Executive Officer, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.
Vacation
Vacation is earned according to each month of service commencing with the employee's initial date of hire.
  • Less than three (3) years of employment, eighty (80) hours per year.
  • Three (3) to six (6) years of employment, one hundred twenty (120) hours per year.
  • More than six (6) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than seventy-two (72) months of employment. This vacation accrual is capped at thirty (30) workdays per year
Maximum accrual of vacation leave is 240 hours.
Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
