General Overview:

The Assistant Finance Director is a key leadership position within the Office of the Clerk of the Circuit Courts & Comptroller, supporting the Finance Director in the strategic and operational management of all financial functions. The Finance Department fulfills the Clerk's statutory responsibilities as the County's Chief Financial Officer and Comptroller for the Board of County Commissioners (BOCC). This includes managing payroll for the Board and Clerk, overseeing the County's investment portfolio, maintaining financial records, and conducting annual inventories of capital assets for multiple constitutional offices.

As the Board's accountant, the department also prepares financial reports and ensures the timely establishment, maintenance, and review of financial records, including the Annual Financial Report (AFR). The Assistant Finance Director plays a critical role in ensuring compliance with all applicable laws, regulations, and accounting standards.

Essential Job Functions:

  • Collaborate with the Finance Director to develop, plan, organize, and evaluate departmental financial operations.
  • Establish and maintain sound financial policies and procedures in accordance with GAAP, GASB, and Florida Statutes.
  • Develop and oversee internal controls across all financial areas, including revenue, expenditures, payroll, fixed assets, inventory, investments, and fiduciary accounting.
  • Provide leadership and direction to finance staff, either directly or through subordinate managers.
  • Manage monthly, quarterly, and year-end reconciliation and closing processes; coordinate external audits and prepare the Comprehensive Annual Financial Report (CAFR) and AFR.
  • Formulate and implement operational strategies, policies, and procedures
  • Monitor budgetary compliance throughout the fiscal year, including revenue, expenditures, and fund balances.ยท
  • Collaborate with County Administration on debt issuance and compliance, including arbitrage and covenant monitoring.
  • Assist in bond financing strategies and documentation.
  • Analyze fiscal policies and provide recommendations to the Clerk, BOCC, and staff.
  • Participate in RFP processes for financial services and manage vendor relationships.
  • Resolve complex financial issues and respond to public inquiries professionally.
  • Conduct regular performance reviews and set divisional goals and timelines.
  • Respond to financial emergencies and support continuity of operations as needed.
  • Perform other related duties as assigned.

Knowledge, Skills, and Abilities:

  • Strong knowledge of GAAP, GASB, and governmental accounting standards.
  • Familiarity with Florida Statutes and Leon County ordinances related to finance and budgeting.
  • Expertise in financial reporting, auditing, and fiduciary accounting.
  • Understanding of the Florida Uniform Accounting System and GFOA reporting standards.
  • Proficiency in ERP systems and financial software in a large government environment.
  • Ability to interpret and apply GASB pronouncements.
  • Strong analytical, decision-making, and problem-solving skills.
  • Excellent written and verbal communication abilities.
  • Ability to lead teams and maintain effective working relationships with internal and external stakeholders.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.

Qualifications And Experience:

Required:

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum of 10 years of progressively responsible financial experience, including oversight of budgets exceeding $100 million.
  • Minimum of five (5) years of progressively responsible experience in governmental accounting or public finance.
  • Minimum of five (5) years of supervisory or management experience in a finance-related role.
  • Strong knowledge of GAAP, governmental accounting standards, and financial reporting requirements.
  • Experience with complex fund structures, capital projects, debt issuance, and investment management.
  • Proficiency in financial systems, spreadsheets, and accounting software.
  • Excellent leadership, communication, and organizational skills.

Preferred:

  • Master's degree (MBA, MPA or Finance) or Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or similar professional designation.
  • Familiarity with Florida statutes and local government financial practices.

Additional Requirements:

  • Must pass a pre-employment drug screening and background check.
  • Must possess a valid driver's license.

Working Environment: Work is primarily performed in an office setting. This position often involves working under strict deadlines and high-pressure conditions. It also requires frequent interaction with individuals from diverse backgrounds, including those who may be experiencing heightened emotions or stress.

Physical Requirements: While performing the duties of this position, the employee is frequently required to sit, stand, walk, reach with hands and arms, stoop, kneel, or crouch. The role also involves repetitive motions of one or both hands. The employee must be able to hear and understand ordinary conversation and typical office sounds, and communicate effectively both in person and over the phone.

Specific vision requirements for this position include color vision, distance vision, peripheral vision, and depth perception.
