    Primary Purpose:
    Responsible for the planning, design, construction, and ongoing operation of the District's fiber-optic outside plant infrastructure. Oversee fiber construction projects, vendor management, network expansion/redesign, and preventive maintenance programs for all outside-plant systems.
     
    Qualifications:
    Education/Certification:
    Bachelor's degree in telecommunications, engineering or related field preferred
    Industry certifications such as RCDD, BICSI, or PMP preferred
     
    Special Knowledge/Skills:
    In-depth knowledge of outside plant fiber-optic infrastructure, including:
    • Fiber cable types and construction (loose tube, ribbon, ADSS, microduct, etc.)
    • Splicing, testing, and troubleshooting practices (Fusion splicing, OTDR, OLTS)
    • Best practices for route design, redundancy, and path diversityKnowledge and experience using GIS-based fiber/asset management systems
    • Knowledge and experience using fiber testing and troubleshooting equipment (OTDR, power meters, splicing tools)
    • Knowledge and experience with city, county, and TxDOT utility regulations on the installation and maintenance of fiber optic cable
    • Knowledge and experience coordinating permitting and right-of-way approvals
    • Excellent organizational, communication, interpersonal, and project management skills
    • Ability to maintain accurate and auditable records
    • Ability to manage multiple priorities effectively
    • Ability to develop and maintain effective working relationships
      Experience:
    • Three years of experience in outside plant fiber systems and construction
    • Three years of experience managing large-scale fiber networks in an enterprise environment
    • Three years of project management experience
      Major Responsibilities and Duties:
    • Develop and maintain the outside plant fiber master plan, including long-range strategies for capacity, redundancy, and future growth.
    • Oversee the engineering and design of the PISD fiber WAN; review, approve, and maintain construction drawings, splicing diagrams, fiber assignments, and as-built documentation.
    • Evaluate and recommend fiber technologies, architectures (e.g., ring, star, mesh), and equipment to meet performance and resiliency targets.
    • Manage all phases of OSP construction projects from design through close-out; coordinate contractors, consultants, inspectors, and internal teams.
    • Oversee permitting, right-of-way coordination, and compliance with local regulations.
    • Ensure accurate redlines and as-built documentation are captured and integrated into GIS/asset management systems.
    • Develop and oversee maintenance and inspection programs for all outside fiber assets.
    • Oversee and manage the locate service responsible for locating all of the outside district fiber under the 811 Dig-Tess Service.
    • Lead the response to fiber outages and performance issues, coordinating troubleshooting, fiber testing (OTDR, power meter, etc.), splicing, and restoration activities.
    • Represent PISD during any utility meetings facilitated by TxDOT, Collin County, City of Plano, and surrounding cities (Dallas, Richardson, Murphy, Parker, and Allen) on matters concerning the PISD fiber network.
    • Be customer-service oriented and maintain a professional approach regarding all district matters
    • Be adaptable and flexible in acceptance of changes in techniques and procedures.
    • Establishes and maintains a high level of customer trust and confidence in the team's knowledge of and concern for educational and business needs.
    • Perform R&D and remain knowledgeable of emerging trends in technology and education, and keep abreast of innovative practices.
    • Attain and keep current, relevant technology certifications.
    • Perform special projects, after-hours support and upgrades, and other duties as assigned.
