About

Performs supervisory responsibilities of engineering staff and administrative review of highly technical civil engineering issues and decisions. Performs and manages technical review of engineering design elements (inclusive of, but not limited to, grading, roadway design, geotechnical, utilities, stormwater, and access management) in accordance with the County's Design Standards, Land Development Code and other applicable regulations. Coordinates with Construction Group Manager for the construction inspection of land development applications in accordance with the County's Construction Specifications. Serves as the liaison engineer between County departments, customers, consultants and the public in regards to technical development engineering issues and decisions.

General
Performs in a management role as a supervisor of technical level staff to oversee and ensure the technical quality and consistency of various development plans. Confers with management staff to keep them informed on key issues and progress toward objectives and to gain their support and approval; makes recommendations to assist management in making any needed improvements within areas of process, staffing needs, etc.

Conducts detailed review and analysis of construction documents and other technical information to assure compliance with county standards, general civil engineering practices and conditions of approval required by the Board of County Commissioners; evaluates conformity to standards and permit requirements for quality assurance in development applications; reviews submitted cost estimates concerning Development Improvement Agreements, as required.

Attends public or governmental information meetings to provide an engineering interpretation of plans and to answer engineering questions as they relate to Public Works or Development Engineering.

Development Engineer
Provides customer service by coordinating and communicating, effectively and efficiently, with the developer or developer's representative in regards to engineering issues pertaining to the land development process, applications or construction documents. Responds to public inquiries concerning County requirements, standards and policies.

Meets with applicants, developers and their consultants to discuss project applications and confer on design solutions for various technical engineering issues. Reviews exemption applications for right-of-way requirement, easements, drainage and access.

As authorized by the Engineering Director, execute and extinguish development improvement agreements and construction contracts incidental to the completion of improvements as required by the planning process.

In conjunction with the Construction Group, coordinates and performs field inspections of construction work on streets, storm drains, sidewalks, curbing, gutters and various other improvements in ensuring construction meets accepted plans.

Coordinates with contractors, consultants, utility companies and County staff as they relate to Public Works and Development Improvement Agreements in regards to but not limited to, road, sewer, storm water drainage and other construction items.

As Necessary
**CAPITAL PROJECTS:**

May assist in the management of Capital Improvement Program projects from planning and design through construction and substantial completion.

Prepares contracts for engineering services to meet County requirements for construction projects; develops scope of services, manages RFQ and/or RFP process, coordinates review with other project team, rates and recommends selection of consultants condu ts contract negotiations and administers the contract.

Manages engineering contracts by conducting review meetings, assisting in data collection, reviewing progress, coordinating data collection and design review with staff; communicates and coordinates terms of permit conditions with Federal and State agencies and consultants.

Reviews and approves preliminary survey and plans, final plans and bid schedules for projects; meets with consulting engineers to review plans.

Assist with bidding capital projects by compiling and coordinating distribution of bid documents, answering questions from bidders, issuing addenda, reviewing bids for acceptability and assisting with preparation of newspaper advertisement.

Prepares, reviews and updates technical manuals and specifications.

Performs other related duties as assigned.

Minimum Qualifications Required
Ability to effectively communicate verbally and in writing, interact, and work with individuals and groups in person.

Good organizational skills, along with ability to pay attention to details.

Ability to efficiently use and learn multiple software program such as GIS, asset management, and permitting softwares.

Education And Experience

  • Grade S-18:** Bachelor's degree in civil engineering or related field and four (4) years of progressive engineering experience and two (2) years of supervisory or team lead experience. Engineer-In-Training (EIT) Registration required with ability to obtain PE within one (1) year of hire.
  • Grade S-19:** Bachelor's degree in civil engineering or related field and five (5) years of progressively responsible related experience as a Project Manager with Professional Engineering (PE) Registration and a minimum of two (2) years of supervisory or team lead experience.

Licenses And Certifications
Valid Colorado Driver's License

Engineer-In-Training (EIT) Registration required with Professional Engineering Registration (PE) preferred.

Physical Requirements And Working Environment
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 25 pounds.

The incumbent's working conditions are mostly in an open office environment and occasionally around typically moderate to loud noise levels around construction sites.

The employee is occasionally exposed to possible bodily injury from moving mechanical parts of equipment, tools, and machinery while on construction sites.
