Overview
LABUR is partnering with a client to lead a critical technology transformation initiative focused on custom application development and modernization. This engagement addresses critical business priorities by translating them into actionable roadmaps and driving end-to-end delivery across the Software Development Life Cycle (SDLC) using Agile methods. The Program/Delivery Manager will orchestrate cross-functional teams to deliver secure, compliant, high-quality software at scale. Healthcare industry experience is highly beneficial, particularly in regulated environments requiring PHI/PII protection and formal release governance.

Responsibilities

  • Leadership & Strategy: Understand business needs, define approaches, and translate priorities into actionable technology roadmaps, milestones, and stories.
  • Program & Delivery Management: Serve as an integrated Program Manager from planning through execution for custom app development programs; establish delivery methodology, governance, and success criteria.
  • Team Orchestration: Lead and coordinate Product Owners, BAs/BSAs, architects, engineers, test leads, and release managers; manage sprint cadences, backlogs, and delivery plans across multiple workstreams.
  • Scope, Schedule & Risk: Own scope, schedule, budget, RAID, dependencies, and cross-team alignment; drive issue resolution and decision facilitation with clear escalation paths.
  • Quality & Testing: Establish quality gates across SDLC; oversee test strategy and execution (unit, integration, system, UAT), defect triage, and readiness checkpoints.
  • Release Management: Direct release planning, cutover, change management, and post-release validation; ensure compliance in regulated environments (healthcare preferred).
  • Governance & Transparency: Implement Agile/Scrum practices at team and program levels; enable backlog hygiene, metrics (velocity, burn-up/down), and continuous improvement.
  • Reporting & Communication: Create program dashboards and executive status reporting for schedule, scope, budget, risks, and benefits realization; maintain stakeholder alignment.
  • Technology & Architecture Alignment: Coordinate solution architecture, integration patterns, data models, and non-functional requirements with business outcomes; guide build vs. buy decisions.
  • Change & Adoption: Own organizational change management, including leadership alignment, stakeholder communications, training, adoption measurement, and operational readiness.
  • People Leadership: Build and mentor high-performing delivery teams; promote collaboration, accountability, and excellence in a dynamic environment.

Qualifications

  • 8+ years of professional experience in technology or management consulting, leading custom application development programs end-to-end.
  • Proven program/project leadership across SDLC with strong knowledge of Agile/Scrum, backlog management, sprint execution, and program-level governance.
  • Experienced in coordinating app development, product, QA/testing, and Release Management teams; knowledgeable in test strategies and release cutovers.
  • Strong understanding of SDLC processes, requirements management, and dependency/risk management for multi-team delivery.
  • Experience partnering with Product Owners/Business Owners to define and prioritize roadmaps and requirements for custom builds.
  • Healthcare experience highly beneficial (regulated delivery, privacy/security controls, clinical/administrative workflows).
  • Excellent client service orientation; able to build executive rapport and present complex topics to technical and non-technical audiences.
  • Highly organized, detail-oriented, and comfortable with ambiguity; excels at prioritization in fast-paced, high-volume settings.
  • Bachelor's degree required; advanced degree preferred in Business, IT, Computer Science, Engineering, or related field.
  • Preferred: Agile certifications (ScrumMaster/PSM, SAFe) and/or PMP; experience with release governance in regulated environments; familiarity with modern architectures, cloud services, and data/analytics enablement.
