The regulatory technology team develops technological solutions to surveil different equities, options and futures trading venues across US, UK and Europe.
Our leaders lead high performing engineering teams to deliver on mission critical projects to build and support market surveillance systems. We process data from equities, options and futures market exchange platforms across the US, UK, and Europe. We architect systems that can analyze billions of events per day. We optimize for increases in data volumes. Responsibilities:
The Director Software Engineering, Regulatory Technology will lead multiple teams that are responsible for development and quality assurance of our regulatory surveillance. Our platform runs hundreds of surveillances each day under strict operational requirements, and we are looking for a leader than can modernize our technology stack to scale for the ever-expanding messaging volume. This position has a key leadership role in ensuring that our surveillance software is delivered on time and meets all the regulatory requirements. This position has these broad areas of responsibility:
- Ensure all surveillance software is delivered on time with high quality
- Ensure all regulatory development procedures are followed during software development
- Collaborate with business users to shape the business requirements such that those are met in the most technologically efficient manner
- Collaborate with other Cboe technology teams to ensure all dependencies are met in time for surveillance development
- Provide timely status of the development program to market surveillance leadership and escalate issues to Sr leadership for timely resolution
- Proactively evaluate the technology infrastructure and dataset needs for upcoming surveillance changes and involve the appropriate stakeholders to secure approvals and execution to meet those needs
- Highlight any potential system capacity constraints to department senior leadership resulting from planned surveillance software changes
- Take execution ownership of all reg division and enterprise initiatives that impact regulatory surveillance software
- Ensure that right tools, processes and metrics are implemented for measuring the efficiency and effectiveness of software quality assurance processes
- Provide inputs and write relevant procedures that impact regulatory surveillance development processes
Leadership
- Mentor direct reports to strive for high degree of individual and team level excellence, inculcate ownership mindset, provide just in time constructive feedback and hold the team accountable to meeting delivery expectations.
- Coach managers to become leaders that build a high-performance culture in the team
- Manage stakeholder relationships effectively, set clear expectations on delivery timelines, scope, and dependencies
- Conduct performance planning and reviews as per organizational and departmental guidelines
- Identify training and development needs of the team
- Represent regulatory technology on all reg surveillance related matters at various Cboe enterprise technology fora
- Present architectural solutions and project status to division and department management
- Help lead change within the regulatory technology department as and when needed
Job Requirements
- Fifteen years of overall related experience of which at least seven years of technology management experience leading medium sized teams (10 – 15 people) in an enterprise environment.
- At least five years of experience managing software development in regulatory space or involving large scale data analytics
- Extensive experience with big data analytics and SQL as an application developer
- Extensive experience working in a Linux environment
- Excellent communication skills and demonstrated experience in presenting to and getting buy in from enterprise audience.
- Excellent analytical problem solving and troubleshooting skills
- Experience using test-driven development as part of SDLC
- Experience working with large scale analytics system on a cloud native data warehouse such as Snowflake is a huge plus
- Exchange technology or market regulatory technology experience will be a huge plus
- Financial services industry experience will be a plus.
- Bachelor's degree in computer science, or a related field (can be substituted by significant relevant experience)

Our pay ranges are determined by a number of factors, including, but not limited to, role, experience, level, and location. The national new hire base pay range for this job in the United States is $187,000-$231,000. This range represents the minimum and maximum base pay the company expects to offer for new hires working in the position full time. If you live in one of the following areas or if you work in a Cboe office in the following areas, the range may be higher according to the geographic differentials listed below:
US Geographic Differentials:
- 110%: Austin TX, Chicago IL, Denver CO, San Diego CA
- 115%: Los Angeles CA, Seattle WA
- 120%: Boston MA, Washington DC
- 125%: New York City NY
- 130%: San Francisco CA
Within the range, individual pay is determined by a number of factors, including, but not limited to, work location, job-related skills, experience, and relevant education or training.
