JOB SUMMARY
THIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN "AT-WILL" CAPACITY.
The Human Resources Department will be adding two (2) Human Resources Specialists who will oversee the full cycle recruitment process, from initiation through offer, acceptance and onboarding of bargaining and non-bargaining unit positions. Provides support to the Human Resources Department, as needed, in areas of benefits administration, leave administration, employee relations, and/or performs other technical duties.
Please be advised that this may involve assignment at either our Riverside or Hemet locations.

ESSENTIAL DUTIES/RESPONSIBILITIES
The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Partners with department hiring managers and prepares the recruitment/selection plan for assigned recruitments.
Screens applications, schedules and proctors candidate job knowledge-based assessments and participates in interviews process.
Creates and presents job offers to selected candidates.
Plans, coordinates and delivers New Hire Onboarding meetings.
Coordinates and participates in on- and off-site hiring events, where all recruitment processes, to include offers, are conducted on the same day.
Represents the Agency at job fairs and other Agency and non-Agency events.
Responds to applicant questions and concerns, and answers inquiries regarding employment opportunities with the Agency. Notifies applicants through each step of the recruitment process, as necessary. Consistently communicates with the hiring department on the status of recruitments.
Schedules candidate appointments with the Agency's contracted occupational clinic(s). Follows-up on results and communicates with candidates regarding their status in the process.
Initiates and follows-up on the candidate background checks, which may include verification of employment, criminal history, credit history, education, pre-adverse action and risk assessment.
Processes employee information in Human Resources systems, as part of the onboarding process. Prepares and sends mandated new hire documents. Must be knowledgeable of I-9 process.
Provides back-up support to other lower-level Human Resources Department positions.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A.) from a four-year college or university; and 3-5 years of professional level human resources experience with a focus on Recruiting/Selection. A combination of education and experience may be considered.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental state and federal legislation. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
COMPUTER SKILLS
Knowledge of basic office equipment and personal computers. Familiarity with software programs such as Microsoft Office, to include Word, Excel, Access, etc. Knowledge of HRIS Systems and Applicant Tracking Systems a plus.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a valid non-restricted California driver's license is required.
OTHER SKILLS AND ABILITIES
General knowledge of federal, state and local laws and procedures related to employment/personnel. Knowledge of basic office equipment. Ability to organize and plan workload and work independently. Ability to work on multiple tasks in a fast-paced environment while meeting required deadlines. Ability to establish and maintain effective working relationships with others and to keep confidential information. Ability to assemble and organize data used in research studies and prepare reports.

SELECTION PROCEDURES

FLSA Status: Exempt
