Minimum Qualifications

Acceptable Experience and Education
Bachelor's Degree in business, facilities management, engineering or related field; with a minimum of five (5) years experience in the maintenance of multi-storied facility systems, project and construction management, and maintenance operations management to include three (3) years of supervisory experience;

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.No felony convictions.

Certificates and Licenses Required
In order to access the County's network and systems, a personal mobile smart device is required by the hire start date.

Must have or obtain by date of hire a valid Texas driver's license class C applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Preferred Certified Facilities Manager (CFM) -must obtain within one year of date of hire

No DUI/DWI convictions within the past three (3) years.

Typical Duties

Essential Duties

Is responsible for coordinating, organizing, planning, and directing all activities concerned with the upkeep and maintenance of the El Paso County facilities;

Supervises department employees, including assigning and reviewing work, training completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;

Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies;

Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;

Attends and participates in meetings, training and information sessions;

Stays abreast of new trends and innovations in the field;

Assumes full management responsibility for division services;

Recommends and administers policies and procedures;

Manages the development and implementation of division goals, objectives, policies and priorities for each assigned service area within county policy, appropriate service and staffing levels and allocates resources accordingly;

Monitors and evaluates the efficiency and effectiveness of services and procedures; assesses and monitors workload, administrative and support systems, internal reporting relationships; identifies opportunities for improvement, and directs the implementation of changes;

Represents the Sheriff's Office interests in relation to the section needs;

Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials and supplies, directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary upon approval of Commissioners Court; compiles information to be used in conjunction with performance measurements, budget preparation, equipment request, and division repair;

Attends Commissioners Court meetings and takes necessary actions regarding Commissioners Court agenda items and prepares and presents departmental report and other necessary communications, as directed;

Responds to and resolves sensitive inquiries and complaints from both internal and external sources;

Studies projects and plans for current and future service needs; develops, plans, and implement actions related to environmental protection and open space issues affecting the County's quality of life;

Assembles, coordinates and manages multidisciplinary technical review teams made up of professional staff from other County departments, other governmental jurisdictions and agencies, private contractors, and utilities;

Recommends and supervises the repair and replacement of all system components and equipment; plans and implements a preventive maintenance program; inspects completed work to assure proper repairs have been made; prepares requisitions and maintains records such as work performed, status, special projects, accident and vandalism reports;

Provides information pertaining to scheduling for and the status of projects in both the planning and construction/ implementation phases;

Monitors the progress of and works with contractors working on County projects;

Develops, writes and/or reviews, as applicable, specifications and contracts for bids, proposals, and services for assigned division, or as directed;

Develops short and long range master plan;

Insures all safety regulations are followed;

Coordinates with other county departments and outside agencies assigned activities;

Estimates building systems and finishes useful life using available industry resources, experience, and judgment and programs for their replacement as necessary;

Compares potential energy savings and lifetime cost prior to replacement of building components;

Oversees and directs the work of highly skilled building construction crew and volunteer laborers on the job site involved in replacing windows, doors, roofing, minor electrical work, insulating attics, carpentry repairs, plumbing and other highly skilled maintenance work;

Oversees and directs the utilization of County resources to lower the overall cost of all the projects when deemed feasible (e.g., utilization of work detail program);

Oversees and ensures ADA compliance is met;

Directs routine and emergency maintenance of all facility systems including but not limited to structural repairs, electrical systems, mechanical systems, life safety systems, vertical transportation systems, etc., following standard engineering practices and procedures;

Other Important Duties*

Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Performs such other related duties as may be assigned;

May be subject to work days, evenings, nights, weekends, holidays, on call or as needed.

Maintains a safe and healthy work place environment;

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services.

Job Summary

Summary of Position
The Facility Maintenance Manager works under general administrative direction, manages the operation of the maintenance section within the Sheriff's Office. The Facilities Manager coordinates all activities and provides related assistance to the Sheriff's Office management. The Facilities Manager is responsible for planning, directing, managing, and overseeing the operations of their designated section within the Sheriff's Office. In addition, it is responsible for bringing projects to completion with an emphasis on quality and cost control and reporting progress to the department. The Facilities Manager is responsible for scheduling and overseeing the daily operations of the division, supervising management, professional, technical, and clerical staff, and performing a variety of technical tasks related to the department's needs.

Other: Has frequent contact with other county employees regarding maintenance service and Repair work, vendors, utility representatives, inspectors, and contractors.

HOLIDAYS
16 holidays per year as recognized.

VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)

SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.

MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
